    Iraqi Oil Minister Adel Abdul-Mahdi said on Sunday that Baghdad and the Kurdish regional authorities Thrzan progress in the way of saving agreement on crude oil exports.     Abdul-Mahdi said that the two sides would gain as a result of implementation of the agreement in December, which shipped Kurds whereby oil from the Kirkuk field and their areas under the control of Baghdad in return for receiving funds from the central government in Baghdad.But Baghdad paid a fraction of the amount agreed upon for the Kurdish authorities, saying the oil exported quantity was not expected to be produced and exported.Abdul-Mahdi said in a press conference that the agreement with the Kurdish government remains.He continued saying that everyone achieves significant gains from the agreement and that thanks to the use of pipe lines Kurdistan region has become possible to resume the export of oil from the Kirkuk oilfields, which was threatened by the deteriorating situation due to stop production.Under the agreement the Kurdish regional government agreed to export 550 thousand barrels of oil per day through Turkey from the Kirkuk fields, and that is done through marketing governmental body affiliated to Baghdad.In contrast, Baghdad has vowed to return to the payment of funds to the Kurds after the interruption at the beginning of 2014 as punishment for the area on the steps taken by the export of oil independently of that.Abdul-Mahdi said that the government marketing body gets 300 thousand barrels per day in the Turkish port of Ceyhan ie up to half of the agreed amount. But the amount will increase.He said that by the end of the year production will reach 550 thousand barrels per day on average. And confirmed the existence of obstacles and problems and it can not solve all the issues at once, but the solution will be in stages, stressing that progress is being made.He received the December agreement on the boom as a tribute to help Iraq to increase its oil exports at a time when the pressures on oil revenues much because of low world prices and the cost of financing the war on militants of the Islamic State group in the country's north and west.Abdul-Mahdi said that oil prices gradually rise again predicted that the price of a barrel of crude oil up to 64 or $ 65, up from $ 45 was recorded in January. But the price is still very low compared to what his record in June, reaching $ 115.The minister pointed out that the decline in oil prices led to reduced payments of foreign oil companies that had accumulated since 2013 to the tune of more than $ 20 billion.
    He pointed out that the special state budget allocated 14 trillion dinars ($ 11.8 billion) to cover a portion of these payments and that the ministry is working on issuing treasury bonds worth 12 billion dollars to cover the remaining amount.

    Sounds like bickering to me. The agreements are done and in the BUDGET.
