So in other words if Maliki has to change out these ministers it is because they refuse to attend and then Maliki resorts to the Constitution in order to maintain the continuity of the government.

Remember that when the onslaught of articles comes out shouting Maliki is a dictator! They are forcing his hand... There is ulterior motive at work here branding Maliki with a stigma that doesn't exist ... Their thinking is if we force his hand then we can scream oh poor us.

Allawi is a obstruction to the government, his group is preventing the government from voting on laws and at the same time condemning the government for not doing so....hypocrite. Remember that ....

    Article 78:
The Prime Minister is the direct executive authority responsible for the general policy of
the State and the commander-in-chief of the armed forces. He directs the Council of
Ministers, presides over its meetings, and has the right to dismiss the Ministers, with the
consent of the Council of Representatives.

For those who are not into reading the Iraqi Constitution, this is what they want you to see and think!
