    Baghdad Today - Baghdad
The worsening salary crisis and the discontent of the Kurdish street prompted a delegation from the regional government headed by Masrour Barzani to visit Baghdad and meet with the federal government to resolve the outstanding problems between the center and the region, while a Kurdish delegation discussed the “loans” issue as a “temporary” solution until an agreement is reached between the two sides.
A delegation from the regional government, headed by Masrour Barzani, arrived yesterday, Thursday (September 14, 2023), to the capital, Baghdad, and met with Prime Minister Muhammad Shia’ al-Sudani, to discuss the outstanding issues. During the meeting, “emphasis was placed on the necessity of finding a solution to the legal and financial problems between the government.” The federal and regional governments, in accordance with the constitution and the law,” according to an official government statement.

    Monthly “loans” to the region
For his part, Member of Parliament Jamal Kujar revealed, today, Friday (September 15, 2023), new developments related to the Kurdistan Region employee salaries crisis, explaining that the regional government proposed to the central government to resolve the salaries crisis, sending an amount of 800 billion dinars per month as “loans.”
Cougar said in a statement followed by “Baghdad Today” that “two proposals were presented during the meeting of the regional government delegation and Prime Minister Muhammad Shiaa Al-Sudani to resolve the salary crisis,” noting that “the first of them stipulates that Baghdad will send an amount of 800 billion dinars per month to the Kurdistan region until the end of this year.” ".
He adds, "The second proposal is to continue sending these amounts during the year 2024, until solutions are reached to the economic and legal problems between the governments of the region and the center."
    Embarrassing the government and politicians
Meanwhile, MP Mustafa Jabbar Sanad, on Thursday (September 14, 2023), criticized the visit of the President of the Kurdistan Region, Masrour Barzani, to Baghdad, considering it a way to pressure and “embarrass” politicians .
Sanad said in his tweet on the “X” website (formerly Twitter), which was followed by “Baghdad Today”, that “Masrour Barzani’s visit to Baghdad is to put pressure on political leaders to pass the Council of Ministers’ decision to raise the monthly loan from 500 to 800 billion dinars ! ”
He added, "Kaka Masrour's method is to be alone with them and embarrass them. As a reminder, Masrour had launched a series of tweets five days ago in which he insulted Baghdad, the state, and the judiciary, and called for Washington's help," as he put it.
Reject the proposal and amend the budget
The National News network, on Thursday (September 14, 2023), revealed information confirming that Prime Minister Muhammad Shiaa Al-Sudani proposed financing the salaries of employees of the Kurdistan region of Iraq in the form of “loans” granted to the Erbil government, instead of describing them as a “part” of his dues .
The network explained in a report translated by “Baghdad Today” that “according to the information and statements of Al-Sudani’s office, the Iraqi budget does not include a provision to finance the salaries of employees of the Kurdistan region of Iraq, in addition to the region’s share of only 12.67% of public resources, which is sent on a monthly basis to the regional government,” adding “The amounts arriving in the region are not sufficient to cover the salaries of employees after the region’s oil exports through the Turkish port of Ceyhan stopped months ago .  ”
The network also confirmed that "Masrour Barzani expressed his 'rejection' of the government proposal," according to statements received on Thursday, stressing the importance of "amending the general budget law to provide liquidity to the regional government," according to his description, revealing that granting salaries as "loans ", which will entail the imposition of its return by the Erbil government later.
Observers did not rule out that the date of holding the weekly government meeting would be advanced from the usual Tuesday to Sunday, in order to speed up the decisions that are supposed to resolve the financial disputes between Baghdad and Erbil, while others are likely to separate the salaries of the region’s employees from other financial disputes, which is what Erbil was demanding. For years, Baghdad has rejected it.
