    Baghdad/ Iraq TradeLink: Despite the contradictory reports and statements on  completing the procedures for provincial elections, the Parties' Department at the Elections Commission disclosed receiving 257 requests to form parties in the county.

    The Commission said that only 100 requests match the conditions for establishing parties, but granted permission for 69 till now.

    Political and security observers believe that the postponement of the provincial elections became "inevitable" due to the security situation in the western province, in addition to the differences on the  Provincial Councils' Law.

    The Elections Commission gave an ultimatum to the parties to complete their registration procedures till 12 June, 2017 as a pre-condition for their participation in provincial elections.



    The 257 requests are divided between 133 old parties and 126 new requests, Commission's sources reported.

    The delay in granting permissions was due to checking the names of the members of the parties for Questioning and Justice Law.

    Though the regulations stipulated that the parties should have the permission before five months before the election, but, currently, it permitted to prolong the period to hand over their candidates.
    General reports said that there is a political agreement that the provincial elections shall be merged with the parliamentary one in the coming year.

    Premier Haidar al-Ibadi stated, many times, that the provincial elections will be held on 16 September, 2017, but the differences among the political blocs and the fate of the current Elections Commission, which term shall be ending in the same month,  will make committing to these statements "very difficult".

    Since 20 April, 2017, the Iraqi provincial governments entered into "constitutional vacuum" due to the termination of the terms of these local administrations, while the Iraqi Parliament stands perplexed to deal with this vacuum, which it is witnessed for the first time since 2003.

    200 parliamentarian  requests called for new "version" of administration, calling that the Parliament will take the responsibility in administering provincial affairs instead of their councils, that ended their terms in April last.

    This request will result in not extending the terms of the local governments and be put under the supervision of the Iraqi Parliament, as well as activating Financial Auditing Divan and Integrity Commission in these provinces.
