    [rtl]CAIRO (Reuters) - California's fire toll has risen to 40, but firefighters have indicated progress in stamping out the flames and the authorities have allowed thousands of evacuees to return home gradually.[/rtl]
    [rtl]The latest toll has killed 38 people.[/rtl]
    [rtl]The fires destroyed more than 88,000 hectares, particularly the famous vineyards of Napa and Sonoma in northern San Francisco.[/rtl]
    [rtl]California's Forestry and Fire Protection Commission said there had been "good progress" in eliminating the 15 blazing fires after 16 fires.[/rtl]
    [rtl]Some 11,000 firefighters from various states have been mobilized to help extinguish the fire.[/rtl]
