The United Nations said Monday it had prepared a two-year program to help the Iraqi government rebuild reconstruction of the devastated areas.

"The Kuwait Conference provides a key platform to reaffirm the importance of voluntary, safe and sustainable return of displaced Iraqis as well as to raise resources to support the government's efforts to achieve this goal," said UNHCR Representative Bruno Gedo in a statement.
