Turkey began filling the Aliso Dam, which would block about half of the water from the Tigris River in Iraq. In addition, Iran changed the course of the tributaries of the Tigris River, precipitating the dryness of the river.
Iraqis responded to the decision of upstream countries with a campaign to boycott Turkish and Iranian products.
The water of the Tigris River in Iraq has declined significantly, especially in areas north of Baghdad, due to lack of rainfall and climate change in addition to starting filling the Turkish dam, which will block about half of the water from the river.
The President of the Republic of Fuad Masum and Minister of Water Resources Hassan al-Janabi on Sunday stressed the importance of working with Turkey, Iran and Syria to achieve "fair" results in water policy.
Janabi pointed out that his ministry is working to strengthen dialogue and understanding with Turkey to reduce the damage caused by the entry of the Aliso dam into service.
Al-Janabi said that the damage of Aliso dam to Iraq will be next season, noting that "half of the water revenues of the Tigris and Euphrates rivers depend on Turkey, and that Turkey began to fill the dams since last March.
The minister announced the securing of water quantities for irrigation projects and other water stations during the current year, stressing that drinking water is insured and is insured to irrigate about 600 thousand acres of summer crops and about one million acres of orchards.
He said the Tigris has other tributaries that make it better off the Euphrates.
For his part, the Director General of the dams and reservoirs Mehdi Rashid Mahdi said in a press statement that "the ministry and nine months ago warned of water scarcity in the summer," noting that "the direct Turkish side filling the Aliso dam will contribute to reducing water imports, but there are other reasons behind the scarcity of water, Water revenues due to the decline of rainfall not only in Iraq, but in the basin of the Tigris and Euphrates in other countries.
Mehdi said that "water reservoirs lack about 50% compared to last year because of the decline of rain and high temperatures and climatic fluctuations."
"Rain accounts for 30 percent of Iraq's water resources," Mehdi Rashid told AFP. "The remaining 70 percent of the river is from Iran and Turkey.
He revealed that "Iran completely changed the course of the Karun River and set up three large dams on the Karkh River" after they were the main sources of Iraq.
He noted that Iraq was involved with Iran through 45 waterways, of which only three or four remain today.
Turkey, which flows from the Tigris River and flows directly into Iraq, and the Euphrates River, which crosses Syrian territory, are major sources of water for Iraq, through which it has been known for centuries as Mesopotamia.
Despite the existence of water reservoirs and dams in the country, including the dams of Mosul and Haditha and Dukan and other small sprawling, the total capacity of the reservoir to 96 billion cubic meters, "currently available about 12 billion cubic meters," according to the same official.
Iraq reached an agreement in January with the Turkish side to postpone the filling of the Aliso dam until June.
"We have promised Iraq and our interaction with its request, we have decided to freeze the work of Aliso dam until June, and we will increase the volume of water releases from 60 cubic meters per second to 90 and we will not give any action," Foreign Minister Mouloud Gawishoglu said at a meeting with his Iraqi counterpart Ibrahim al-Jaafari. Harm the interests of Iraq, and we will work to increase the number of Turkish companies operating in Iraq. "
Over the past two days, the effects of the filling of the Turkish Aliso dam have begun to appear on the Tigris River in the capital Baghdad and the northern city of Mosul, significantly reducing water levels, which has terrified citizens of drought that will hit their areas and agricultural crops. Iraq is not from the upstream countries and therefore has only dialogue, understanding and negotiation with Turkey to resolve the water crisis in Iraq, according to Iraqi officials.
Activists in social networking sites have seen pictures and videos showing the drying of the Tigris River in some areas. The pictures showed, the river level dropped dramatically.
While Iraqis demanded the boycott of Turkish and Iranian products in response to water cuts.
