The Cabinet held its fourth regular session in Baghdad Tuesday, December 31, 2013 under the chairmanship of Prime Minister Nuri al-Maliki, issued by the Council and the following decisions:
1 - A - modifies the Council of Ministers Resolution No. (412) for the year 2013 for the allocation of the remaining amount to the province of Anbar to meet the essential needs and services resulting from the immediate circumstances of the confrontation with al-Qaeda.
B - the Ministry of Oil and trade and health by providing fuel and food and medical supplies urgently, and do other ministries to take mutatis to provide support and services necessary to Anbar province.
C - the inclusion of project engineering effort in the provinces on the plan of the Ministry of Municipalities in the budget in 2014 instead of 2013 and the addition of the amount allocated to the Ministry's budget for the year 2014.
D - the formation of a committee headed by the Minister of Defense Agency and the membership of the governor of Anbar, a representative of the General Secretariat of the Council of Ministers and the Council of Anbar province to coordinate with the concerned ministries to provide services.
2 - Activating the Cabinet Resolution No. () and the launch of exchange allocations prescribed 50% that does not exceed (500 000 dinars) for all workers in the pieces that go into operations in the ministries of interior and defense (military and civilian) in the areas: Nineveh, Salahaddin, Anbar, Diyala, Baghdad, Kirkuk, north of Babylon, including Researches who are assigned duty operations with those of other provinces, and assume the defense and interior ministries to identify those units within those provinces who qualify as effective operations.
3 - to approve the request of the Ministry of Oil hauling project pipeline transport gas from the Islamic Republic of Iran on the company (management) and $ (350) million and the implementation period ( months from the date of signing the contract.
4 - approved a draft law on ratification of the cooperation agreement between the Government of the Republic of Iraq and the Government of the State of Kuwait in the field of Higher Education and Scientific Research, signed in Baghdad on 06/12/2013, and referred to the House of Representatives, according to the provisions of Articles (61 / item first) and ( 80 / item II) of the Constitution.
5 - to approve the capital increase of the Real Estate Bank (50,000,000,000) fifty billion dinars to the amount of (150,000,000,000) one hundred and fifty billion dinars, according to the provisions of Article (10) of the Companies Act No. 22 of 1997 as amended.
6 - A - approved a draft law development of the province in the Republic of Halabja, Iraq, and referred to the House of Representatives based on the provisions of Articles (61 / I and item 80 / item II) of the Constitution, after receipt of the administrative border of the province.
B - assigning the Ministry of State for Provincial Affairs to study the reality of the districts that applied transferred to the provinces, which qualifies them demographic and geographic conditions to be new provinces and submit the study to the General Secretariat of the Council of Ministers to be presented to the Council of Ministers.
7 - Further to the decision of the Council of Ministers 440 for the year 2013 the Council decided to authorize the Minister of Finance the authority to negotiate and sign a loan agreement with the Islamic Development Bank's (500) million, and later presented to the Cabinet.
8 - Approval Mayati:
A - authorize the Minister of Planning, Mr. (Ali Yousef Shukri) to negotiate and sign a draft agreement on development cooperation between the Government of the Republic of Iraq and the Government of the Kingdom of Sweden, as amended by the State Council, according to the provisions of Article (80 / item VI) of the Constitution.
B - the Foreign Ministry to prepare a document on behalf of the Government of the necessary authorization of the Republic of Iraq, Mr. Minister of Planning and approved in accordance with the contexts, and submitted to the General Secretariat of the Council of Ministers in order to obtain the signature of the President of the Council of Ministers.
9 - to approve the project to encourage Doctors anesthesia auditor by the State Council and referred to the House of Representatives, according to the provisions of Articles (61 / item first) and (80 / item II) of the Constitution.
10 - authorize the Minister of Trade settlement amounts owed by citizens, including exemption from resulting Bzmmanm because of his failure to report deaths or travel or other situations.

12 - Approval of Mayati:

13 - approving the recommendation of the Ministry of Foreign Affairs on the opening of a consulate of the Republic of China in the province of Arbil, according to the provisions of Article (26) of the Foreign Service Act No. (45) for the year 2008, provided that the Peoples Republic of China diplomatic representation in Baghdad, and that the reserves of the Republic of Iraq right open a consulate general in the People's Republic of China in the future in accordance with the principle of reciprocity.
14 - approve the amendment to the contribution of the Republic of Iraq to increase the financial resources of the Arab Monetary Fund received under Council resolution Wazzrano. (359) for the year 2013 to become the share of the Republic of Iraq in the IPO proposal (38.95 million) Thirty-eight million nine hundred and fifty thousand dinars Arabic arithmetic and subscription ratio (12.98 %) instead of (38.950) Thirty-eight thousand nine hundred and fifty dinars Arabic arithmetic and repaid the amount in accordance with the mechanism set out the previous decision of the Council of Ministers and Anfa as follows:
_ A (19.475 million) nineteen million, four hundred and seventy-five thousand dinars Arabic arithmetic and tied (50%) of the share of Iraq, it is converted from the balance of the general reserve to the Arab Monetary Fund.
T - (19.475 million) nineteen million, four hundred and seventy-five thousand dinars Arabic arithmetic and tied (50%), the second of Iraq's share will be paid in the form of (5) Aqsat equal annual and by (3.895 million), three million, eight hundred and ninety-five thousand dinars Arabic arithmetic equivalent to approximately ( 17963475) seven million nine hundred and sixty-three thousand, four hundred and seventy-five dollars.

1 / A - authorize the Minister of Commerce Mr. (Khairallah Hassan Babiker Mohammed) to negotiate and sign a draft agreement on trade and economic cooperation, scientific and technical and cultural cooperation between the Government of the Republic of Iraq and the Government of the Republic of Kenya, as amended by the State Council, according to the provisions of Article (80 / item VI ) of the Constitution.
1 / b - the Foreign Ministry to prepare a document on behalf of the Government of authorization required to master the Republic of Iraq and the Minister of Commerce, in accordance with the approved contexts, and submitted to the General Secretariat of the Council of Ministers in order to obtain the signature of the President of the Council of Ministers.

16 - amendment to the Council of Ministers No. (328) for the year 2013 to become the following form:
(Ministry of Commerce considered the focal point referred to the provisions of Article (14 / item II) of the law regulating commercial agency number (51) of 2000 to grant approvals to deal with licensed commercial agents instead of the Iraqi National Intelligence Service).
