Decisions of the Council of Ministers Session No. 52 in 17/12/2013
The Cabinet held its second regular session in Baghdad Tuesday, December 17, 2013 under the chairmanship of Prime Minister Nuri al-Maliki, issued by the Council and the following decisions:
1 - approve the minutes of the Audit Committee and approval of contracts in the Ministry of Transport, as follows:
1 / hauling Tender No. (1) for the construction and equipping ships multipurpose number eight (8) to the Company (KUIPIER) Dutch and the total amount of $ (265 245 000) two hundred and sixty-five million, two hundred and forty five thousand dollars, and the duration of the processing-running (24) twenty-four months , commencing from the date of signing the contract.
2 / authorize the Minister of Transportation the authority to sign the contract with the company and the aforementioned exchange fundamentalists.
3 / compel the company to provide the above-mentioned document supports the availability of cash for the company and after the assignment directly and through the Trade Bank of Iraq (TBI). The bear's health ministry procedures and fundamentalist assignment.
2 - approving the recommendation of the committee formed under it Diwani No. (120) for the year (2012) on hold to complete the installation procedure for decades backing who has been the development of functional degrees to them by the Ministry of Finance in the province of Nineveh, and delete the grades of (766) degrees and careers in the tables accompanying memorandum of internal Audit Court of Issue: 13/1/6/701 dated 09/03/2013.
3 - exempt the project to replace elevators City of Medicine / Ministry of Health, of the Implementing Regulations of government contracts and listing requirements contained in the book of the Committee of Economic Affairs No. 572 in the Q for 9/12/2011.
4 - Adoption of the table imported goods covered by the application of the customs tariff law / first stage to offer the Ministry of Finance, three months after the application of the law to the cabinet steps to apply the law and the obstacles to its application.
5 - approving the recommendation of the Committee on Economic Affairs on granting the company to manage the public transport sector loan in the amount (20,000,000,000) twenty billion dinars from one government banks to pay dues Bzmtha for allowances for acquisition of land, built by garages or create land for the construction of garages in nature civilized and sophisticated, especially the land of garage Karbala Consolidated, and bear the Ministry of Finance 4% of the benefits of the loan.
6 - Approval by the Ministry of Finance to conduct transfer the amount of $ (15,000,000,000) five ten billion Dbnar amounts of compensation property closed on a Shi'ite shrine military (p) to the amount of compensation affected by the terrorist attacks in the city of Samarra, for the purpose of enabling the committee formed under the customs clearance number ( 71) for the year 2012 from the completion of the disbursement of funds to beneficiaries.
7 - A / approve the recommendations of the fact-finding committee on the security events that accompanied the inspection process Square sit-in Hawija in Kirkuk province.
B / approve the recommendations of the Committee to investigate the number and identities of the victims who were killed by the events of Hawija problem under it Diwani No. (57) for the year 2013, and the addition of the city of Fallujah, according to Ray and the Ministry of Human Rights and territories except tents.
8 - to approve the request of the Ministry of Oil to redeploy the sum of (8) eight billion dinars from the expense of research and development to the Ministries of Higher Education, Science and Technology jointly for the purposes of the Faculty of Engineering / University of Baghdad, and the Research Center of the Ministry of Higher Education and Research Projects in the Ministry of Science and Technology.
9-1 / The National Committee for the crowd to cover the services and the needs of the affected areas or poor service and lack of cooperation with the province honest.
2 / The General Secretariat of the Council of Ministers in coordination with the Baghdad Provincial Review requests affected by the previous year, and in the case of the existence of cases have not been compensated, be compensated from the $ 25 billion dinars, which replay the province and spend the rest on what is stated in paragraph (1).
10 - Approval of Mayati:
1 / formation of a preparatory committee for creating and preparing to hold a regional meeting of the thirteenth national authorities concerned with the implementation of the Convention on the Prohibition of Chemical Weapons of representatives of the ministries (Foreign Affairs, Science and Altklnologgio), in addition to the Iraqi National Intelligence Service and the Ministry of Environment, with the allocation of a special budget to cover all the expenses and meeting requirements throughout the search As befits the status of Iraq's international.
2 / choose the city of Halabja to set up a meeting the above mentioned as a city that has suffered directly from the tragedy of the use of chemical weapons
11 - Based on the Maardth committee formed under the customs clearance of 95 in 2013, it was decided to approve the Mayati:
1 / exchange amount of two million dinars for the house affected by the rain water in Baghdad.
2 / exchange amount of ten million dinars per deaths.
3 / exchange the amount of five million dinars for each house destroyed.
4 / Exchange one million dinars for each wounded.
- The total amount of 491,501,000,000 billion dinars covers Balslfah of the Ministry of Finance to the Municipality of Baghdad and is being disbursed the mechanism contained within the Committee's recommendations Top.
- Applies a mechanism to compensate the affected provinces.
