Cabinet held its regular eleven in Baghdad (Tuesday, March 18, 2014) under the chairmanship of Prime Minister Nuri al-Maliki, and issued by the Council following decisions:
1 - Authorize HE the Ministers of Education and Higher Education and Scientific Research to determine the end of the work the decision of the Council of Ministers No. 32 2014 (Special to cancel holiday on Saturday in educational institutions all).
2 - to approve the following:
1 - repair the damage located on the installations, roads and mechanisms that I got because of the acts of terror in the hand of Solomon Beck in the province of Salah al-Din, and holds the ministries concerned to hold those reforms each according to its competence.
2 - to send a team from the Commission to compensate those affected in the General Secretariat of the Council of Ministers to estimate and compensate for damage to people and property, and in coordination with the problem in the province.
3 - Approval of the following:
A - authorize the Minister of Transport (Mr. Hadi Farhan Abdullah al-Amiri) the authority to negotiate and sign a draft air transport agreement between the Government of the Republic of Iraq and the Government of the Republic of Poland, as amended by the State Council, according to the provisions of Article (80 / item VI) of the Constitution.
b - the Foreign Ministry to prepare a document authorization required on behalf of the Government of the Republic of Iraq to Mr. Transport Minister according to the contexts adopted, and submitted to the General Secretariat of the Council of Ministers in order to obtain the signature of the President of the Council of Ministers.
4 - approving the recommendation of the Committee on delisting the central oil ministry on write-off of the amount suspended in account receivables staff and adult of $ (6,698,292,858) dt, only six million, six hundred and ninety-eight thousand two hundred and ninety-two dinars eight hundred and ninety dinars eight hundred and fifty-eight fils, suspended in the records of the South Gas Company since 2003, according to the text of paragraph (11) of Instructions No. (5) for the year 1989 issued to facilitate the implementation of resolution No. (110) of 1989, as amended by Resolution No. (34) for the year 2001.
5 - approving the recommendation of the Committee on Energy on the Assignment of tender design and processing and the construction of the power plant EPC electrical Zubair (Contract No. 10/2011/NR/ZU) on the company (ALSTOM Middle East FZE) and the total amount of $ (583 084 008) dollars, only five hundred and Eighty-three and the million and eighty four thousand and eight dollars and the period of implementation of standing (27), twenty-seven months, and has an assignment on the basis of lower prices conformity with the technical specifications.
6 - to approve the acceptance of the grant by the Board of Salahuddin province to the lab Salahuddin structural return to the National Center for Laboratories and Research Construction one of the formations and the Ministry of Construction and Housing, and included a range devices with a total value of $ (446 758 000) dinars, only four hundred and forty-six million seven hundred and fifty-eight thousand dinars, according to the list associated with linking book and the Ministry of Finance mentioned above, according to the provisions of paragraph (b) of Article (5) of the Implementing Regulations of the federal budget for the financial year 2013 /.
7 - to approve the draft law on ratification of the letters and the exchange of notes and minutes of the discussions on the Japanese loan to the Republic of Iraq, signed on 02.16.2014 and referred to the House of Representatives, according to the provisions of Articles (61 / item first) and (80 / item II) of the Constitution.
8 - approving the recommendation of the Committee on Energy Affairs Mayati:
- hauling Tender No. (CMRTWRS721-PRT-10.30 20002) rehabilitation of the complex oil the old and the creation of a new complex by holding the license Maysan fields on the Company (COOEC-Enpal) Chinese and the total cost of (432 812 780), four hundred and thirty-two million, eight hundred and twelve thousand, seven hundred and eighty dollars and the period of implementation -running (19) nineteen months, and has an assignment on the basis of best bid technically and commercially.
9 - to approve the draft law on ratification of agreement on the encouragement and protection of investment between the Government of the Republic of Iraq and the Government of the Hashemite Kingdom of Jordan, signed in Baghdad on 12/25/2013, and referred to the Council House of Representatives based on the provisions of Articles (61 / item first) and (80 / item II) of the Constitution.
10 - initial approval on Mayati:
A - Accept loan from the Japanese government to the Republic of Iraq on concessional terms through the Japanese Agency for International Cooperation (JICA) The amount of $ 210 million, over 15 years and the period of grace (5) years at an interest rate (0.8%) per annum.
b - accept the offer for the rehabilitation of the fourth unit at the power station Hartha by Mitsubishi of Japan at a price (153,000,000 ) dollars, only one hundred and fifty-three million dollars under the loan earlier, being a manufacturer of equipment for power station Hartha thermal previously.
11 - approved a draft law to control the noise, the auditor by the State Council, and referred to the House of Representatives, according to the provisions of Articles ( 61 / item first) and (80 / item II) of the Constitution, taking into consideration the opinion of the General Secretariat of the Council of Ministers.
12 - to approve the inclusion of each of Messrs. (Muhannad Kassim Issa Serail) and (success womb Rashid stapes) provisions of international Iraqis participants in arbitration games finals Asia under the age of 22 years that was recently held in the Sultanate of Oman, the amount of the bonus only contained in the Council of Ministers Resolution No. (47) for the year 2014 of $ (10,000,000) ten million dinars for each rule, such that the amount of the budget Ministry of Youth and Sports / door grants and other transfers and non-waged controls exchange current budget (1/12).
13 - to approve the issuance of Order No. () for the year 2014, the service system of electronic payment of funds the auditor by the State Council, according to the provisions of Article (80 / Item III) of the Constitution and Article 27 of the Law on electronic signature and electronic transaction number (78) for the year 2012.
14 - to approve the draft National Safety Law, the auditor by the State Council, and referred to the House of Representatives, according to the provisions of Articles (61 / item I) and (80 / item II) of the Constitution, taking into consideration the opinion of the General Secretariat of the Council of Ministers.
15 - vacation Law Council of Representatives elections No. (45) for the year 2013 in federal court.
16 - Amendment of paragraph (1) of Council resolution Ministers No. 39 for the year 2014 to be in the form as follows:
((continuation of the identity of the classification of contractors previously granted by the Ministry of Planning to contractors and contractors for a period of one year from the date of issuance of the decision of the Council of Ministers)).
