    Cabinet held its regular third in Baghdad (Tuesday, January 21, 2014) under the chairmanship of Prime Minister Nuri al-Maliki, issued by the Council and the following decisions:
    1. Continue to provide support and assistance for necessary emergency for the people of Anbar province, and to assign the Ministry of Agriculture to send its antipersonnel Dates first class in aid to the people of Anbar province, for free and in coordination with other parties concerned, and the allocation of two billion dinars to the Red Crescent Society of the budget emergency in 2014, and to provide additional stake of the card ration to the people of the province.
    2. A - approval in principle to convert the districts of Tuz, and Fallujah, and Nineveh Plain to the province to be presented to the cabinet after the completion of the necessary requirements.
    b - the formation of a committee headed by the Minister of State in charge and the membership of representatives from the Ministries of Justice and the municipalities and the General Secretariat of the Council of Ministers, which develops controls and standards are supported to transform the judiciary to the province.
    3. A - exception staff General Company for the manufacture of fertilizer / southern region, one of the formations and the Ministry of Industry and Minerals of the Council of Ministers Resolution No. (90) for the year 2013 for the purpose of direct distribution of plots numbered (651/2) North located in Zubair allocated to the listed company and registered in its name to the staff.
    b - is the sale of such land in accordance with the provisions of the law on the sale and lease of state property (21) for the year 2013 at a price real exception to the proceedings public auction, and applies the same resolution on public companies, the oil in the province, which owns residential land and intending to sell them to their members.
    4. Approved a draft law development of the province in the Republic of Tal Afar, Iraq, and referred to the House of Representatives based on the provisions of Articles (61 / I and item 80 / item II) of the Constitution.
    5. Approved a draft law ratifying the Convention on the establishment of the Ministerial Council of the trade between the Government of Iraq and the Government of the United Kingdom and Northern Ireland signed in Baghdad on 12.02.2013 and referred to the House of Representatives, according to the provisions of Almdtan (61 / item first) and (80 / item II ) of the Constitution.
    6. The Ministry of Construction and Housing to provide a financial contribution from the allocations, the amount of $ (25,000) twenty-five thousand dollars, for the purpose of supporting the program of the United Nations Human Settlements Programme (UN-HABITAT) and its activities in the Republic of Iraq.
    7. Because of the security conditions in the district of Tuz Khurmatu decide the following:
    a. The inclusion of a hospital emergency Tuz projects within the Ministry of Health in 2014, an exception to the terms of the inclusion of the projects, and the exclusion of the Implementing Regulations of government contracts.
    b. Disbursement incentive for doctors and specialists, practitioners, as follows:
    1 - Doctors jurisdiction 00,000 1.5 dinars per month
    2 - doctors practicing 750,000 dinars per month, bonuses of 10% of revenues for the wings.

    8. A - to approve the transfer of a contract for construction of 130 schools in the marshes of the provinces (Maysan, Dhi Qar and Basra) with appropriations of Finance and its contracts prior to the Ministry of Construction and Housing to complete equality projects and other related marshes, that is the settlement of all debts and dues private contractors secondary by the General Secretariat.
    B - Project exception of the instructions for the duration of the project and the ministry to give sufficient flexibility to complete the project in time.
    C - invitations directly to a group of companies achievement schools by geographic location.
    9. To approve the cancellation of the requirement put referring not to act on the residential lands allocated by the Establishments municipal wounded and invalids terrorist operations covered by the provisions of Law No. (20) of 2009 and reserved for (5) years from the date of allotment equal to people with Martyrs terrorist operations covered by the law in question.
    10 . Approve the recommendation of the Committee on Economic Affairs on Mayati:
    A - increase the share of the Republic of Iraq in the capital of the Arab Bank for Economic Development in Africa (Padilla) the amount of $ (06/99888898) Ninety-nine million eight hundred and eighty-eight thousand eight hundred and ninety-eight dollars and six cents.
    b - repaid the above mentioned by the Ministry of Finance in five equal annual installments starting from the year 2014 at the rate of (61/19977779) nineteen million nine hundred and seventy-seven thousand seven hundred and seventy-nine dollars and sixty one cents.
    11. Approve the recommendation of the Committee on Economic Affairs and Minister of Commerce grant exclusively on the validity of considering the closure of bidding on the action of an official tendering ration card only in the case of coincidence Day holiday closure exceptional Autarih.
    12. A - authorized agent of the Ministry of Transport, Mr. (banks Abdullah Rakane) the authority to negotiate and sign a draft air transport agreements between the Government of the Republic of Iraq and the governments of each of (the Kingdom of Morocco, and Tunisia, and the Republic of the Sudan, and Saudi Arabia, and Yemen, and the United Arab Emirates, and the State of Qatar and the Republic of Azerbaijan, and the Republic of Bulgaria, the Republic of Italy, the Republic of Latvia, and the Peoples Republic of China), as amended by the State Council, according to the provisions of Article (80 / item VI) of the Constitution, instead of the Minister of Transport.
    b. The Foreign Ministry to prepare the documents necessary authorization on behalf of the Government of the Republic of Iraq to Mr. Undersecretary of the Ministry of Transport in accordance with the approved contexts, and submitted to the General Secretariat of the Council of Ministers in order to obtain the signature of the President of the Council of Ministers.
    13. Because of the impact on the scientific level of the students, schools, colleges and institutes because of the large number of holidays Cabinet decided to cancel the holiday on Saturday and officially considered durable for the students of schools, colleges and institutes, all educational institutions in the
