    Al-Tamimi said in a statement to Al-Maaloumah that "the Council of Ministers has filed a lawsuit before the Federal Court challenging the law of the Independent Commission for Human Rights No. 35 of 2008, on the basis that the law is unconstitutional and violates the Constitution," noting that "the appeal was based on the law, "There is a Federal Court decision in 2010 that every law that contains a financial burden must come from the government and the parliament can not legislate it alone."
    He explained that "the appeal was also based on that the special grades in the Commission should be proposed by the Council of Ministers and then voted by the Council of Representatives, in addition to the Council of Ministers challenged this law in order to determine the link of the Independent Commission for Human Rights either the House of Representatives or the Council of Ministers in accordance with Article 102 Of the Constitution ".
