The crowd addresses Abdul Mahdi: We need two more months to complete our integration requirements
The head of the popular crowd, Faleh al-Fayyad, on Tuesday sent a letter to Prime Minister Adel Abdul-Mahdi on the implementation of the Diwani order, asking them to give them two months to "complete the process of integration and homogeneity."
The letter coincided with the expiration of the deadline set by Abdul Mahdi in the Diwani command of the crowd, which requires the integration of all volunteers in the security service in a period ending today.
Al-Fayyad said in a press conference held by Al-Mada that "the Popular People's Assembly was able through hard work to accomplish what can be accomplished." He pointed out that "a message was sent to the Prime Minister and Commander-in-Chief of the Armed Forces Adel Abdul Mahdi in this regard."
"We asked the prime minister, the commander-in-chief of the armed forces, Adel Abdul Mahdi, two months to complete the process of integration and harmony."
He added that "the body confirmed in the letter that it has completed a structure consistent with the Diwani order issued by the Prime Minister earlier this month."
Fayadh pointed to "the abolition of the offices of the Authority in the provinces and transfer their staff to the appropriate body in the body, and the abolition of the Directorate of mobilization in the popular crowd."
"The structure of the popular mobilization will not be like the process of merging militias in the past," he said. Regarding the US Treasury sanctions imposed on two leading figures in the popular mobilization - Rayyan Chaldean and Qado - between Fayadh, "the process of institutionalizing the popular mobilization has nothing to do with US sanctions, and is totally unacceptable and is considered an excess of Iraqi sovereignty because it came without investigation and foresight, Stressing that the sanctions "have no effect in the implementation of the Diwani order."
Fayyad added that "the Directorate has begun to address the grievances of its members, as well as complete the census of military positions and begin the preparation of legal mechanisms and the granting of grades, after qualifying at the National Defense University," explaining that "the popular mobilization forces will have barracks, camps and storage place weapons and pension rights and description Functional ", and on the rejection of some factions to the Diwani order, denied Fayadh," the face of the Directorate opposition explicit and clear before the Diwani order. The Prime Minister issued the Commander-in-Chief of the Armed Forces, Adel Abdul Mahdi, the Diwani Order No. 237 of the popular crowd.
Abdul Mahdi's office said in a statement earlier this month that it was a belief in the role of the fighters of the crowd and to ensure the immunization of these forces and taking into account the smoothness of its work.
According to the Diwani order, "all the forces of the crowd operate as an integral part of the armed forces and are subject to all that applies to the armed forces. And that these forces are acting under the command of the commander-in-chief of the armed forces and will be responsible for them the head of the popular crowd appointed by the commander-in-chief of the armed forces. "
The order also states: "All names used by the fighting factions shall be permanently abandoned in combat and replaced by military names (brigade, brigade, regiment, etc.), including clan and any local formations, as well as military ranks." The factions that do not join the armed forces can turn into political organizations subject to the law of political parties and controls, and close all the headquarters of the faction or factions of the crowd, according to Diwani.
Abdul Mahdi's decision came as a result of the crisis between Tehran and Washington, and a few days after he issued recommendations to determine the movement of Iraqi and foreign forces inside the country, which coincided with rocket attacks on vital areas in the capital and military bases in northern Baghdad and oil facilities in the south.
It also coincided with the leak of information that the attacks on aircraft on the pipeline in Saudi Arabia in mid-May, carried out from the cliff of victory (rock) previously south of Baghdad, which was categorically denied by the Iraqi government.
Abdul Mahdi's decision is much different from his predecessor, Haidar al-Abadi, who issued two government lists on the same subject. Abdul Mahdi, who began his term in office six months ago, decided to unify the salaries of the crowd with their counterparts in the security forces, which he was reluctant to implement until the last day of his government because he did not get lists clearly showing the numbers of popular crowd, according to some sources.
Last May, Abbadi attacked leaders of the popular crowd and said they had accumulated riches at the expense of public money in mysterious circumstances.
Al-Abbadi asked in a television interview on Al-Iraqiya semi-official station about the source of property and real estate owned by these leaders.
Abadi, two years after the adoption of the law on the mobilization of the parliament (began in 2016) orders to implement the law, which left the ends open and unclear.
The orders were to regulate the situation of the crowd and headquarters fighters and the selection of commanders, orders that appeared to have not been implemented, prompting Abdul-Mahdi to reassert them. With the declaration of Abdul Mahdi al-Diwani a month ago, all political forces and even those associated with factions in the crowd rushed to support the resolution, which stressed in one of its provisions that "these units cut off individuals and formations of any political association or conspiracy of the previous organizations in the popular crowd."
Most of the political forces that entered the legislative elections had announced last year to disengage from their military wings in compliance with the election laws that do not allow any party that has an armed faction to participate in the elections. The leader of the Sadrist movement, Moqtada al-Sadr, all announced his disengagement from the Saraya peace, and requested the closure of its headquarters, according to Diwani.
"What the Prime Minister issued about popular mobilization is important and a first step towards building a strong state that is not shaken by the wind here and there, but I am concerned that it has not been properly applied," Sadr said in a tweet on Twitter.
Other factions, including Asaib Ahl al-Haq, also welcomed, but despite the welcome, nothing seems to have been achieved.
The official spokesman of the movement of Asaib Ahl al-Haq al-Rubaie Monday, the Diwani order is nothing more than a step to accelerate the implementation of the law of popular mobilization in force.
On the other hand, political analyst Manaf al-Moussawi is likely to be able to significantly dilute popular factions in the security and military system, ruling out the possibility of a clash between the factions and the government.
Moussawi pointed to the recent visit by Abdul Mahdi to Tehran, during which he got the support of Iranian leaders to implement his decisions on the crowd.
