    The Information/Baghdad…
Legal expert Ali Al-Tamimi stressed, on Monday, the difficulty of declaring a state of emergency in the country after Parliament failed to pass a presidential candidate, indicating that passing the president is much easier than declaring a state of emergency.

. Al-Tamimi said in a statement to “Al-Maalouma” that “Article 61 of the constitution stipulated that in declaring a state of emergency the approval of two-thirds of the majority of attendees after achieving a quorum for the House of Representatives and at a joint official request from the two presidents of the republic. and ministers.”
He added, "The state of emergency will be for a period of 30 days, subject to extension in the event that two-thirds of the House of Representatives vote again on it, while the Prime Minister will grant the powers granted to him in accordance with Emergency Law No. 1 of 2004."
He pointed out that “declaring a state of emergency within the parliament is difficult from a consensual point of view, and there are no justifications for declaring it as a state of war, security problems or turmoil,” noting that “passing the presidential candidate is much better than declaring a state of emergency or forming an emergency government.” End / 25 D
