    [size=45]After the first and second readings of the draft food security law, deputies stress the need to expedite its approval to avoid exacerbating the rise in prices and the passage of a food crisis, while specialists believe that the passage of the law without creating internal investment will lead to its disruption and thus not to exceed three months.[/size]
    [size=45]The law represents a major challenge to Parliament and the political forces as a result of rejection on one side and acceptance on the other, which made its passage a dilemma no less than the dilemma of forming a government.[/size]
    [size=45]A member of the Parliamentary Finance Committee, Nazim al-Shibli, said, “There is no delay in the stages of preparing the Food Security Law in order to vote on it in a final and integrated manner,” noting that, “The Finance Committee, since the completion of its first reading, has started many meetings and dialogues with ministers and experts with the aim of its optimal maturation. “.[/size]
    [size=45]Al-Shibli called "all parties to keep the law away from political issues and disputes and to strive to pass it as soon as possible as a result of the difficult living and economic conditions in the country."[/size]
    [size=45]He added, "The Finance Committee has put the law into detailed tables and sections, and we hope that it will be completed permanently and submitted to the parliament's presidency next week in order to set a session to vote on it soon."[/size]
    [size=45]The member of the Finance Committee indicated that his committee "worked intensively during the past days and played an active role in its maturation, and currently we have reached the formula for preparing the law after obtaining all the information we need."[/size]
    [size=45]Prime Minister Mustafa Al-Kazemi had asked the political forces to “vote on the Food Security Law even without emptying it of its content in order to serve citizens, as it is a very important law,” noting that “the goal of the law is to provide the necessary protection for our people,” while the Deputy Speaker of Parliament, Hakim confirmed Al-Zamili, that the Food Security and Development Law will be temporary, while confirming its approval in the nearest session after completing all the observations on it.[/size]
    [size=45]In turn, economist Bassem Antoine says that "the adoption of the Food Security Law will lead to the postponement of the 2022 budget bill, which is more important than the first law."[/size]
    [size=45]Antoine added that "the government and parliament must present final accounts," adding, "I fear that these accounts will be lost and be forgotten."[/size]
    [size=45]The economic expert pointed out that "the issue of food security is not long-term, but rather it is patching up a situation for a certain period."[/size]
    [size=45]He stressed that "the basis is to create investment inside the country to employ the unemployed to achieve food security from local production and not through import," stressing "the necessity of operating the productive sectors such as agriculture, industry and tourism."[/size]
    [size=45]Antoine pointed out that "the adoption of the Food Security Law without moving to create an internal local sector will create several obstacles after less than three months."[/size]
    [size=45]The economic expert said that "the only positive of the law is to control the crisis from aggravation."[/size]
    [size=45]On Monday (3/28/2022), the House of Representatives completed its reading of the report and discussion of the draft law on emergency support for food security and development.[/size]
    [size=45]Earlier, a member of the Parliamentary Finance Committee, Mishaan al-Jubouri, said in a statement to a number of media outlets that “the emergency support law for food security and development will change from the title to the paragraphs,” explaining that “the law is in force until the legislation of the budget law for 2022.”[/size]
    [size=45]He continued, "We removed the other sources clause from the law, and there is a reservation about the powers of the Minister of Finance within the law," stressing that "there will be no internal or external borrowing."[/size]
    [size=45]Al-Jubouri indicated that the Food Security Law will provide 12 meals within the ration card instead of 10 meals, while referring to seeking to take new measures to support the poor.[/size]
