Baghdad/ Firas Adnan
The Parliamentary Finance Committee revealed a round of meetings that it will hold with those objecting to the proposed law on emergency support for food security and development prior to its approval in the House of Representatives, pointing out that the specified amounts have not been finalized, but will be announced before public opinion when a final agreement is reached on it, with the doors of Spend it in full.
Committee member MP Muhannad Al-Khazali said, "The committee has completed its report on the proposed emergency food security support law, and stressed the need to legislate it as soon as possible."
Khazali added, "There are some parties who are still not convinced of the law and see the lack of justification for its legislation," referring to the forces affiliated with the coordination framework.
He pointed out, "The committee will start holding a series of meetings, first with the ministries, to find out what they need from the funds, and on the other hand, meetings with the competent parliamentary committees, and it will listen to the views of those who object to the proposal."
Khazali stated, "The objecting parties have told us that this law is not clear to them, and we will try to show the importance of its paragraphs and details."
He pointed out that "the amounts set for the law are still under discussion, and it is possible to increase, reduce or maintain them," noting that "the proposal submitted by the committee included the allocation of 25 trillion dinars of surplus oil."
Khazali explained, "The final amount will be announced in full transparency before public opinion, as well as the doors on which it will be spent."
He counts, "These discussions and the announcement of the details will contribute to persuading the objecting parties to change their positions and vote in favor of the law."
Khazali added, "The House of Representatives is determined to pass the law as soon as possible in view of the danger to everyone represented in food security, as well as other sectors such as supporting agriculture, electricity and the poor classes."
For his part, economic expert Safwan Qusay stated, "The proposal included a very important paragraph, which is that the Office of Financial Supervision should monitor spending operations before and after the exchange and submit periodic reports to the House of Representatives."
Qusay added, "This process will contribute to removing doubts about the fate of the funds allocated to the proposal and fears that they will not go to the specified purposes."
He explained, "The amount that was set for the law, amounting to 25 trillion dinars, needs to be monitored by a specialized technical body, such as the Financial Supervision Bureau."
Qusay continues, “The amount will be distributed to the federal ministries concerned with the spending process. When the general budget is approved for the next year, the process of zeroing the previous balance of the ministry’s balance in the budget will take place, given that it is not possible to finance the ministry’s account twice, the first of the budget and the second of the emergency support law. for food security.”
He stressed, "The accounts that will be granted by the Food Security Law are temporary. They will be zeroed in the official accounts when the budget is approved, and it is a normal accounting process and there is no complexity."
And Qusay concluded, “The government, which has long claimed that there are no financial allocations, will be subject, after the adoption of this law, to the oversight of Parliament, as it has authorized it to spend new amounts that help provide food security requirements and other sectors covered by it.”
The House of Representatives is preparing to vote on the proposed law on emergency support for food security before the end of the current legislative term in its parliamentary version, after the Federal Supreme Court rejected the government’s version on the grounds that it, after its transformation into a daily task, does not have the right to prepare bills and refer them to Parliament.
