The cessation of negotiations to form the government enters its second week and the expansion of the front of those demanding the dissolution of Parliament
Baghdad / Tamim Al-Hassan
Today, the “freezing of negotiations to form the government” is entering its second week, while the “independents” are in a crisis between “threats” and their attempt to play the role of a weighty egg.
The political forces have been revolving since the beginning of this month, in the same episode, after the leader of the Sadrist movement, Muqtada al-Sadr, announced his "political retreat."
Al-Sadr had entered into a “political silence” and closed the doors of negotiations with part of the Shiite forces that became known as the “blocking third,” which paralyzed the process of forming a government.
During the period of "al-Sadr's isolation", the political circles discussed solutions such as "the resignation of the government" and assigning the President of the Republic the candidate of the largest bloc.
And rejects the "coordinating framework" this solution, because it would thus hand the reins of power to the Sadrists, who seek to form a government "political majority."
The "Save the Homeland", which includes the Sadrists, the Kurdistan Democratic Party and the Alliance of Sovereignty, was announced last March that it is the largest bloc.
Instead, some political currents thought that the current prime minister, Mustafa Al-Kazemi, could remain, with modifications to his “cabinet.”
Currently, there are 4 vacant ministries after the resignation of the Ministers of Health and Electricity last year, and the Ministers of Labor and Immigration winning seats in Parliament.
In the worst case scenario, there are those who put forward a proposal to "re-elect" it, which the "Coordination Committee" rejected because it believed that this would increase its loss.
Components of the coordination framework lost about 30 seats in the 2021 elections from its results in the previous elections.
An independent deputy in Parliament, points out that the decision to “dissolve Parliament” is not different from the elections of the President of the Republic, which triggered the “two-thirds” crisis.
The political forces had reached a dead end, due to the inability of any of them to achieve at least 220 seats (out of 329) to elect the “president.”
According to a previous interpretation of the Federal Court, it stipulated that for the President of the Republic to pass, the session must have a quorum of not less than two-thirds.
Two days ago, the debate on “dissolving parliament” broke into a new movement that rose to the parliament against the backdrop of the October demonstrations.
The Extension Movement announced that it might go to "dissolving parliament" if it was unable with "independent forces to form the largest bloc."
The independent representative described what the extension movement recently announced as a “leap in the air” and the search for “fame.”
The deputy, who asked not to be named, told (Al-Mada) that “the words of extension are unrealistic and the movement does not possess the stick of Moses,” noting that “there are interactions between two parties and the solution is either by consensus or one of its parties goes to the opposition, and the words of some independents come due to the increasing pressures from their audience to find a solution to the political crisis.”
The movement said in a statement that "while our movement, since its founding, has urged the masses of the people to actively participate in the elections and not to boycott in order to produce a parliament (...) the political forces failed miserably in passing the president of the republic and forming the government."
The movement, which participated for the first time in the elections last year, considered that failure: “It was reflected in the violation of the constitutional terms and the underestimation of their obligations towards the people and the homeland, which in turn led to the disruption of the people’s interests and complete paralysis in the wheel of state building.”
She added, "Therefore, the extension movement will seek to initiate the formation of the largest bloc of independent and free deputies from other blocs, or eventually dissolve parliament."
And she continued, "The movement also confirms its relentless endeavor to complete the fundamentalist procedures necessary for the procedures to start legislating constitutional amendments, as they are the only way out of the political blockage that occurred previously and is happening now and will continue to occur in the absence of these amendments."
The movement called for a peaceful mass movement to pressure the political system to return to the right path and to give priority to the people’s interests over narrow factional and partisan interests.
According to a previous statement by the Judicial Council, the dissolution of Parliament requires the vote of an absolute majority of members of the House of Representatives, and that “Save the Homeland” alone has at least 180 seats.
In light of this, the independent deputy considered: “The movement’s statement is similar to its previous statement about distributing the salary of employees in dollars.. it is a search for fame and visibility in the media.”
Alaa Al-Rikabi had sparked controversy in Parliament, during deliberations to raise the price of the dinar last month, when he demanded the government to distribute employee salaries in dollars, as one of the solutions to the crisis!
She described the recent "extension" movements in light of the political crisis, as confused when she decided in the third presidential election session that took place last month not to attend, while she had announced in the previous session that her demands had been fulfilled, which prompted her to attend the session.
The movement, which was transformed after the elections into an “alliance for the people” allied with the New Generation Movement, submitted 14 demands related to the investigation of incidents of killing protesters, and the salaries of the “Peshmerga.”
The movement was subjected to major splits after the elections, due to accusations against the movement’s leader that he violated the rules and voted for Parliament Speaker Muhammad al-Halbousi, whom the party considered part of the problem against which “Tishreen” arose.
The movement has 9 out of 18 seats in the People's Alliance, and it is believed that there are between 60 and 65 seats that are still in a gray area between the two conflicting parties in Parliament.
malicious charges
Political sources say that "independents" - a term that has come to refer to individual candidates and parties that did not engage with one of the opponents in Parliament - are under severe pressure.
The sources who spoke to (Al-Mada) indicated that one of the independent representatives - whose name was not mentioned - was maliciously accused of "raping a woman" during the presidential election session of the second republic.
The sources confirmed that that deputy "received a call to the police presence in his house, in one of the upscale neighborhoods in western Baghdad, to prevent him from attending the session that took place last month."
The sources went on: "When the representative arrived at his house, he found one of the women who claimed that the latter had raped her, and then the case was closed after that because of the contradictory and incorrect words of the woman."
This session, which the deputy did not attend, was about to achieve a quorum, as the number of attendees reached 202 deputies.
And leaks reached Al-Mada last month, confirming that independent MPs had received “threats” on their phones to prevent them from attending the presidential election session.
