    Politicians, observers of political affairs, and legal experts expressed their strong opposition to the leaked official appointment letters to the presidency for new advisors in the original, not the agency. The House of Representatives is treated like a representative in terms of salaries and privileges, while a legal expert confirmed that the appointment of special grades must be proposed by the Council of Ministers and approved by Parliament.
    The spokesman for the “Extension” movement, Manar Al-Obaidi, said in an interview with “Al-Sabah”: “The appointment of advisers requires a set of criteria, most notably age, years of experience and specialization,” noting that “all these conditions were not taken into account in the recent appointments to the House of Representatives.”
    And he indicated that "such special degrees are allotted to the political blocs, as each party clings to the positions it holds without taking into account the efficiency."
    Al-Obaidi revealed that “the advisor in the House of Representatives is treated as the same representative in terms of salary and privileges, but the difference between them is that the representative was chosen by the people, but the advisor is not.”
    For his part, legal expert Ali Al-Tamimi said in an interview: “The appointment of special grades according to the Iraqi constitution in Articles 61, fifth paragraph, and Article 80, fifth paragraph, is proposed by the Council of Ministers, voted on and approved by Parliament, and this was confirmed by Article 76 of the Constitution.”
    He added that "those who were appointed outside these formulations or in the caretaker stage, the new government must cancel these appointments by the same method of appointment, and the person affected by the cancellation may resort to the administrative judiciary and appeal against that in the decisions of the caretaker government."
    Al-Tamimi added that “there is no legal text that allows proxy appointments, and Parliament can legislate a special law for this that shows us the duration of the appointment by proxy, as if it was a month, and also determines what these special degrees are, and it can have the final say on this matter.”
    Representative of the State of Law coalition, Muhammad Al-Ziyadi, criticized what he called “the spread of the phenomenon of appointing advisers in the three presidencies,” stressing standing against the appointment of special degrees and defending the rights of graduates and holders of higher degrees.
    Al-Ziyadi said, in a press interview: “The phenomenon of appointing consultants in a special degree will not go unnoticed,” noting that “the government and the Ministry of Finance justified the lack of sufficient financial liquidity to appoint graduates and limit them to appointing special degrees is incorrect and we will not allow it.”
    He added, "Bulding the budget with advisers and these high positions costs the state budget and we will stand with it during the upcoming sessions," noting that "despite the government and the Ministry of Finance announcing that there are no appointments in the 2021 budget, the phenomenon of appointing advisers has spread in the three presidencies and most ministries."
    Earlier, Parliament Speaker Muhammad al-Halbousi issued a parliamentary order appointing (Aram Sabah Othman), who holds a law degree from a private university, as an economic advisor in Parliament, in a special degree.
