Al-Nujaifi launches an initiative to solve the crisis in Iraq: a mini-election government whose members are not candidates

In an attempt to get out of the stifling crisis that Iraq is going through due to the differences between the political blocs and the escalation of the wave of protests and violence, the Speaker of the Iraqi Parliament, Osama Al-Nujaifi, presented an initiative that includes the resignation of the government and the dissolution of Parliament in preparation for holding early general elections, at a time when the Kurdish leadership seeks to resolve the accumulated crises between The governments of Baghdad and Erbil, through meetings that brought together the Prime Minister of the Kurdistan Region, Nechirvan Barzani, with political leaders, led by Iraqi Prime Minister Nuri al-Maliki.
Amidst the atmosphere of controversy, car bombs raided yesterday a number of cities in the Shiite south, claiming dozens of dead and wounded, in an attempt to intensify the tension and ignite a sectarian war between the components of the country.
Politically, Nujaifi launched a new initiative to resolve the current political crisis, which included the resignation of the government, the formation of a temporary mini-government of independent members, and the dissolution of Parliament in preparation for early general elections.
In the message he addressed to the heads and representatives of the political parties represented in Parliament, Al-Nujaifi hoped that “the partners in this message will find a way out that will spare the country the specter of war and destruction and put an end to the state of insecurity and the accompanying successive failures on the security, political and service levels.”
Al-Nujaifi added that "the initiative came to consolidate the features of the national partnership and establish national reconciliation and the peaceful transfer of power, and in order to spare the country the specter of civil war and sectarian strife and the country's entry into a dark tunnel," pointing out "there are no signs of hope that the current constitutional institutions will succeed in getting the country out of this predicament." dangerous,” referring to “the widening gap between the legislative and executive authorities.”
In the first reaction to Nujaifi's initiative, the Shiite alliance expressed its objection to the proposal to form a mini-interim government, despite its support for early elections and the dissolution of Parliament.
Representative Jawad al-Bazuni of the State of Law coalition (led by al-Maliki) said that "the political process has reached a dead end as a result of repeated crises and problems between blocs and parties," noting that "Parliament has become unable to hold its sessions as a result of disagreements, as well as the apparent failure in the government's performance, which has caused It pushes us to adopt the proposal to hold early elections.”
Al-Bazzouni added that “the holding of early elections and the dissolution of Parliament are proposals made by the National Alliance during the previous periods and adopted,” and considered that “one of the important solutions in order to end the political stalemate in the country,” criticizing at the same time Nujaifi’s proposal to submit the government’s resignation and the formation of a temporary and mini government. "That he may enter the political arena in the unknown box."
Meanwhile, in a step to calm the tension between Baghdad and Erbil, which has clouded the atmosphere of the two parties during the past months due to Kurdish complaints about the government’s attempts to make decisions alone, Al-Maliki and the President of the Kurdistan Regional Government, Nechirvan Barzani, agreed to solve the problems and end the crisis based on the constitution and the federal system.
Al-Maliki’s office said in a press statement yesterday that “the two sides discussed the points of contention in an atmosphere of frankness, seriousness and a common desire to find solutions to all outstanding issues, and agreed on the need to work to pass important laws and legislation that will have an effective impact in solving outstanding problems such as the oil and gas law and other laws, as well as About agreeing to continue meetings and enhance communication to resolve all issues.
After the meeting, Barzani held talks with the Speaker of Parliament, who confirmed that "the country is going through a dangerous stage that requires communication and continuing dialogue to solve all outstanding problems."
A statement by al-Nujaifi's office stated that "the Speaker of Parliament expressed during his meeting with Barzani his concern about the use of the army and security forces as a tool against the people," pointing to "the need to defend human rights and the common interests of all Iraqis."
For his part, Barzani stressed that “the dialogue was based on three basic principles: partnership, balance and consensus,” explaining that “the dialogue is not limited to the outstanding problems between the region and Baghdad, but rather includes the Iraqi reality as a whole, and that the region does not want to solve its problems at the expense of any other party.”
Barzani’s positions appear as a clear response to the Shiite alliance’s attempt to portray the frameworks of the solution as being limited to the problems between the federal government and the region, where the Kurds appear insisting on the necessity of adopting a comprehensive national solution, since the problem in the country is a problem of governance concerned with multiple parties, not the Kurds alone, and the emphasis on following true partnership Compatibility and balance as the basis for any proposed solution, and without meeting these conditions, options become open to all.
The delegation of the Kurdish forces headed by Barzani arrived yesterday morning in Baghdad and immediately held a meeting with the head of the coalition Ibrahim al-Jaafari to discuss the outstanding issues between the region and the center and the possibility of returning to the Council of Ministers and Representatives.
Barzani's visit is the first since the crisis that erupted between the federal government and the Kurdistan Regional Government against the backdrop of friction between the army and the Peshmerga forces about six months ago in Tuz Khurmatu district (east of Tikrit), one of the disputed areas.
This visit also comes in light of the turbulent political and security conditions in the country, against the backdrop of the army forces' storming of the Hawija sit-in square, and the ensuing clashes between the security services and gunmen in Anbar, Nineveh, Kirkuk, Salah al-Din and Diyala.
The visit coincides with the announcement of the Peshmerga forces in Kirkuk, Major General Sherko Fateh Raouf, that his forces were deployed in the southern and western vicinity of the city, after information about the intention of “terrorist” groups to carry out armed actions in the area, while expressing their readiness to take over security missions in Hawija district.
Raouf said in a press statement that "the Ministry of Peshmerga decided to deploy its forces in the city of Kirkuk to fill the voids," stressing that "the aim is to protect the lives and property of citizens."
Raouf added, "Our deployment in the vicinity of the city is only to prevent the infiltration of armed men and terrorist groups following the events in Hawija, Qara Tabeh and Suleiman Bek, and information that terrorist groups intend to carry out terrorist acts in the region, and the Kurdistan Peshmerga force believes that it is its duty to protect the region and its citizens."
In addition, a series of car bomb attacks hit the Shiite cities of Mahmudiya, Karbala, Maysan and Diwaniyah, killing 19 people and wounding 92.
