The Director of the Labor and Vocational Training Department in the Ministry, Raed Jabbar, said in a statement to the official agency, followed by “NAS” (February 7, 2023), that “the ministry has a database in the employment department for job seekers, which includes a consulting department to know the number of job seekers in the private and joint sectors.” .

He added, "There are mechanisms from the Department of Labor and Vocational Training to support the segment of job seekers, by imposing a fifty percent rate on all sectors in addition to the private sector, the joint sector, investment and oil companies," noting that "there are a large number of job seekers who have been forced into market".

He continued, "There are many courses in the Iraqi-Korean section and the rest of the centers to qualify and support job seekers by teaching them new professions within the labor market and gaining experience," explaining that "there are loans for many job seekers to open projects and employ unemployed youth."

He stated that "any person who wants to bring in skilled foreign labor hands, this is done through a certificate of experience and the employment of Iraqi hands at a rate of not less than 50 percent (that is, every foreign person has one or more Iraqis in front of him)."
