Workers are waiting for the implementation of their law: it is expected that it will enter into force in early September
Baghdad / Firas Adnan
The workers are eagerly awaiting their law, which is expected to enter into force by next September, including many privileges, most notably obtaining a salary described as rewarding, and other guarantees that include the health sector.
A member of the Parliamentary Labor Committee, Amir Al-Mamouri, said, "The House of Representatives' going to legislate the Social Security and Workers' Retirement Law a few days ago is an important achievement."
Al-Mamouri continued, "This law is the most important that was legislated during the current electoral cycle."
He pointed out, "The current government has supported the legislation of this law with pension deduction rates paid by the state at 8% for the organized sector and 15% for the optional unorganized sector."
And between Al-Mamouri, that "workers in the organized private sector are those who work in companies, factories and factories."
He emphasized, “These people have a work manager who pays 15%, while the worker pays 5%, and the government will contribute to 8%.”
And Al-Mamouri stated, “The unorganized sector is the workers in the free professions, such as owners of taxis, shops, and kiosks. They can enter under the umbrella of the law by paying deductions of 5% after choosing the salary in which they work according to a schedule that starts with 350 thousand dinars and ends with one million and 750 thousand.” Dinar".
And he noted that “the government will be obligated to pay 15% of the retirement contributions,” stressing that “this service is calculated for the purposes of bonuses, promotion and retirement when it is transferred to the public sector.”
Al-Mamouri stressed, "The law will include the possibility of transferring public sector services to the private sector as well, with retirement interruptions."
And he explained, “The new law will be canceled after it comes into force, ninety days after its publication in the Official Gazette, the previous law that was approved in 1971.”
Al-Mamouri continues, “Those who were retired under the canceled law had a salary of around 170,000 dinars, but according to this law, this category will receive a salary of no less than 500,000 dinars.”
And he goes on, that either; “Workers at the present time, their pension salaries will not be less than the wage of an ordinary worker, which is 350,000 dinars as a minimum.”
Al-Mamouri stressed that “a worker who receives a salary of one million dinars, his pension will be 80% if his service is compatible with the retirement contributions.”
And he called on everyone to “guarantee himself in the Social Security Department of the Ministry of Labor and Social Affairs, and violating employers will be subject to penalties stipulated in this law.”
And Al-Mamouri went on, “The House of Representatives, by enacting this law, went to activate both sides of the private sector, the worker and the employer.”
And he talked about “the inability to find job opportunities with the absence of a worker or an employer, and this law is fair to both parties, and we have supported the process of deduction and the lifting of prison sentences.”
Al-Mamouri stressed that "taxes will be imposed on employers and financial accountability, and there are regulatory procedures that will prompt the employer to register all employees."
And he stated, "Every worker, whatever his service, will receive a retirement pension and bequeath it to his family if any fate befalls him."
And Al-Mamouri went on to say, “This law regulates dealing with foreign workers, in order to support the national private sector, by imposing fees for any foreign worker.”
For his part, another member of the committee, Hussein Arab, said, "This law was sent by the government in the previous election cycle, but it did not contain all the details that provide privileges to workers in the private sector."
Arab added, "What the parliament has legislated has become compatible with the current situation of the Iraqi worker."
And he indicated, "The previous law was enacted 52 years ago, and at that time it had good provisions, but it no longer kept pace with the current situation, such as changes in professions and government support for the private sector."
Arab noted that “Parliament has worked to legislate a law that keeps pace with these developments and supports workers in the private and mixed sectors,” noting that “the previous law dealt with the organized sector only, and did not provide protection for the self-employed, which was dealt with under the provisions of the new law until We protect everyone.”
And he stated, "The state's participation in pension deduction contributions for insured workers, whether they are within the organized or unorganized sector, is a positive thing that is happening for the first time in Iraq, and it comes in line with all international obligations regarding worker support."
Arab concluded, "This privilege will equate the worker in the private sector with the employee who works in state institutions, and this constitutes a breakthrough in the mechanism of government dealing with this sector."
Representative Firas Al-Maslamawi agrees that “the Social Security and Workers’ Retirement Law is the best piece of legislation enacted for the fifth session.”
Al-Maslamawi continued, "This law includes a large, hardworking and working segment of the Iraqi people, and includes physical and intellectual work."
He pointed out, "the possibility of including all segments of society, including journalists, writers, poets and artists who are not affiliated with the government sector."
Al-Maslamawi said, "This law includes the organized groups, who are workers in companies and factories, in addition to the unorganized groups of earners and self-employed people."
And he stressed, “The worker must register with the insurance department and obtain an official number in light of the salary he chooses, and thus he will then receive a retirement salary commensurate with the deduction rates that were imposed on him and the length of service, and this in general enjoys government support.”
Al-Maslamawi concluded, “The worker, in addition to the pension, will receive a health guarantee for life, and if he is exposed to any accident, his surgery will be from the Social Security Fund.”
The House of Representatives had voted in two sessions on the Social Security and Workers’ Retirement Law, which was presented by the government in the previous election cycle, and it is hoped that the law will enter into force ninety days after its publication in the Official Gazette, noting that the law is still in the stages of ratification and issuance. At the Presidency of the Republic.
