Experts and specialists in economics and communications have criticized the new policy that the Ministry of Communications will follow in the geographical division of the country to provide (Wi-Fi) service and limit it to companies.
The opinion board of the Ministry of Communications, in its recently held 131st session, approved a new policy for providing Internet service via (Wi-Fi), represented by dividing the geographical area of the country into specific areas, and the service is provided in each of them by a company or a consortium of companies that have won the specifications that will be announced soon.
The financial and banking expert, Mustafa Hantoush, told Al-Sabah: The new policy that the Ministry of Communications wants to implement encourages monopoly and ultimately leads to a very bad service for many reasons, including the abolition of competition between companies by dividing Iraq into regions and granting a license for each region exclusively to one company. .
He added that the company that operates without competition will not feel pressure to improve the service as it is the only one in control in that region and will not pay any attention to the quality of service, because its main goal will be to achieve profits, which often comes with reducing spending on quality.
Hantoush pointed out that the new policy of the Ministry of Communications will have an economic impact on the market, as what it is currently working on in terms of destroying large companies is completely opposite to what the developed world is following in terms of supporting local companies to be an important economic source of local income and a national source for the sustainability of the labor market and a national icon that we are proud of. .
In turn, the communications and information technology expert at Al-Nahrain University, Dr. Ammar Al-Ithawi, told Al-Sabah: The methodology of the Ministry of Communications to divide regions into companies does not have any basics or principle on which it was based, by dividing the regions of Karkh and Anbar into a company and the regions of Rusafa and Diyala into a company and the northern governorates. With one company and the other provinces with companies.
Al-Ithawi warned that this policy would lead to harm for companies operating in the field of the Internet, which could file a lawsuit against the Ministry of Communications for the damages it suffered as a result of its recent policy that it intends to implement, because the Ministry has put forward the tender for licenses for the work of wireless Internet companies (wifi). ) by dividing the country into five geographical regions and each region being given to one company, and this contradicts Law 14 of 2010, Article 10, Paragraph Third, regarding companies that relate to prohibiting any written or oral practices or agreements that constitute a breach of competition and preventing monopoly, limiting or preventing it, as the paragraph stipulates Prohibiting the division of markets on the basis of geographical areas, quantities of sales or purchases, customers, or any other basis that negatively affects competition and preventing monopoly between companies.
