    [rtl]Today, Tuesday, the Investigation Department of the Integrity Commission revealed that there had been a waste of public money and violations in (4) contracts concluded by the public companies for the distribution, production and transmission of electrical energy/Middle Euphrates and the General Company , with a value of (134,000,000,000) one hundred and thirty-four billion dinars. She continued that the company signed an addendum to a contract with the supplying company stipulating the receipt of (20) capacity transformers worth (24,000,000,000) twenty-four billion dinars without examining them in the country of origin, in violation of the supplying controls, and the dismissal of the directors of the inspection and implementation departments from their positions;

    The department indicated in a press release that the Babylon Investigation Office team revealed that the General Company for Middle Euphrates Electricity Distribution had committed violations in contracting with a local company. For the purpose of equipping (10) secondary stations (11/33kv) of the “Siemens” type, at a value of (55,500,000,000) fifty-five billion and five hundred dinars, noting that the offer submitted by the supplying company is less than one million than that at an amount of (750,000). (000) million dinars, indicating that additional periods for implementation will be given, amounting to more than (50%) of the time period specified for preparation, without imposing late fines on them.Which contradicts the purpose for which the stations were purchased, considering them as critical projects to remove bottlenecks.

    She confirmed that a direct invitation was sent to equip the stations to one company, even though the material supplied is not a monopoly, contrary to the controls and instructions, in addition to the fact that the report of the External Audit Division stated that the stations have not been installed yet and are located in the company's warehouses, with the exception of two stations in Diwaniyah. Pointing out that the supplying company purchased these stations before concluding the contract. Which indicates the existence of collusion in concluding the contract. For the purpose of referring it to a specific company.

    She added that the General Company for Middle Euphrates Electricity Distribution had previously contracted to establish (6) secondary stations of Turkish origin, at an amount of (28,200,000,000) twenty-eight billion and two hundred dinars, at an amount of (4,700,000,000) four billion dinars. Seven hundred million dinars for one station with all its accessories. As for the new contract, the value of one station reaches (5,500,000,000) five billion five hundred dinars, meaning an increase of one million up to (8,000,000,000) eight billion dinars. Noting that the new contract does not include civil works, installation and operation.

    Because they refused to receive without conducting an examination, the wording of the dispatch order to the country of origin, “Italy,” was changed from attending examinations to attending a viewing, after replacing the names of a number of electrical engineer delegates and sending a civil engineer and a structural materials engineer in their place.

    The department noted poor implementation in two contracts worth more than (4,000,000,000) four billion dinars concluded by the General Company for Electrical Energy Production - Middle Euphrates, explaining that the first contract for the maintenance and repair of the tenth unit in the Al-Khairat gas station was signed with an Iraqi company in the amount of (3, 424,000 million US dollars, while the second contract was concluded with an Omani company for the amount of (210,000,000) million dinars to dismantle the compressor and turbine in the station itself, noting that the maintenance procedures were not at the required level and poor materials were used in implementation, causing damage to parts of the turbines, and the company purchased a new turbine for (36,000,000,000) thirty-six billion dinars from an American company.

    She added that the company conducted a tender to repair and install the boiler walls of the fourth unit in the Musayyib Thermal Power Station in the year 2020 for an amount of (12,000,000,000) twelve billion dinars, but it canceled it again in the year 2022 and Promoted a new tender with an amount greater than the previous one. It amounted to (14,000,000,000) fourteen billion dinars, indicating that the two contracts and the tender that the company concluded caused billions of dinars of public money to be wasted.

    In the General Electric Power Transmission Company, many violations were observed that accompanied the company's sale of (60) of its homes without obtaining the approval of the Minister of Electricity, in violation of the amended Law on the Sale and Rent of State Funds No. (21 of 2013), in addition to the decision of the committee composed of The company stated that the floors were non-operational and were taken without legal support, and that a committee was not formed to undertake the sales procedures, in addition to allowing the employees to whom the floors were sold to benefit from the furniture located therein without compensation, and not organizing receipt and delivery minutes.[/rtl]
