The representative of Kuwaiti Emir Nawaf Al-Ahmad, Prime Minister Ahmad Nawaf Al-Ahmad Al-Sabah, said that Kuwait considers the agreement regulating navigation in Khor Abdullah with Iraq to be valid, calling on “brotherly Iraq to demonstrate good intentions and complete the meetings of the technical teams concerned with demarcating the borders beyond point 162.”
Before the United Nations General Assembly in its 78th session, Al-Sabah added, “Kuwait was keen to help Iraq advance itself and return to its regional and international standing.”
He stressed the need for Iraq to take concrete, decisive and urgent measures to address the repercussions and fallacies of the ruling.
He continued, "We reserve our full right to take whatever measures we deem appropriate to preserve our legitimate rights."
He stressed that the Dorra field is joint ownership between Saudi Arabia and Kuwait, and no other party has rights to it.
In the morning, Saudi Arabia announced the establishment of a global water organization in an effort to sustain water resources.
He stressed the centrality of the Palestinian issue in the Arab and Islamic worlds.
He called on all parties in Sudan to stop the fighting and support the Saudi-American initiative.
He stressed the need to intensify efforts to reach a political solution in Syria in accordance with Security Council resolutions.

Ladies and Gentlemen of the audience May
the peace, mercy and blessings of God be upon you
Mr. President
First of all, the State of Kuwait extends its deepest condolences and sincere sympathy to the sisterly Kingdom of Morocco in the victims of the chains. The earthquake that struck it led to the death and injury of thousands of victims. I also convey the same condolences and sympathy to the brothers in the State of Libya following the hurricane and massive floods that swept through it and led to the fall of a number of victims and injured people, calling on God Almighty to have mercy and forgiveness for the victims and to grant their families patience and solace, and our wishes for a speedy recovery for the injured.
I am pleased to congratulate you and your friendly country on your election as President of the seventy-eighth session of the United Nations General Assembly. We are confident that your extensive experience in international work will enable you to manage its work with all skill and ability. I would also like to pay tribute to the efforts made by your predecessor, Mr. Caba Korshi during His presidency of the previous session.
I cannot fail to highly value the constructive efforts and wise leadership of His Excellency the Secretary-General of this ancient organization and his efforts in implementing the lofty mission of the United Nations and adhering to the provisions of its Charter, which is based on maintaining international peace and security.
Mr. President,
I stand here once again to address the international community through one of its loftiest platforms, in light of the challenges and fluctuations witnessed in the international arena today that threaten the universality of multilateralism, under the threat of a real test between sustainability and steadfastness, or stopping and stagnation, due to the torrent of risks and threats surrounding our world today, including the eruption of conflicts between countries. The spread of weapons of mass destruction, the escalation of the phenomenon of terrorism, the worsening levels of poverty, as well as the threats associated with natural disasters, climate change, and food security challenges, in addition to the increase in modern threats and risks in the digital space and their impact on cybersecurity. All of this and more requires international cooperation based on partnership and responsibility.
In this regard, we stress the importance of what was stated in the Secretary-General’s initiative titled “Our Joint Plan,” which identified the challenges facing the international community that require concerted efforts to address them at various national, regional and international levels and to benefit from the accumulated legacy of our organization, the diversity of tools and the multiplicity of mechanisms.
Mr president
For nearly two decades, the State of Kuwait, out of its belief in the principle of good neighborliness, has been keen to help Iraq to advance itself through close and continuous work aimed at restoring Iraq to its appropriate regional and international status and position that enables it to achieve the hopes and aspirations of its brotherly people. However, we were surprised by the issuance of a ruling by the Federal Supreme Court in The brotherly Republic of Iraq ruled that the law ratifying the agreement regulating maritime navigation in Khor Abdullah concluded between the State of Kuwait and the Republic of Iraq in the year 2012, which was ratified and deposited with the United Nations in the year 2013, is unconstitutional. The ruling included historical fallacies towards the State of Kuwait, in addition to our surprise at the government’s decision. The Republic of Iraq a few days ago canceled the security exchange protocol signed between the leadership of the Kuwaiti Naval Force and the leadership of the Iraqi Naval Force in the year 2008, and the negative repercussions that would accompany that on water security and the organization of navigation in Khor Abdullah. Therefore, the State of Kuwait will be consideredThe agreement to regulate navigation in Khor Abdullah and the security exchange protocol are in effect because of their importance in maintaining security and safety of navigation, as they prevent the creation of chaos and violation of the large potential limits of the flow of arms and drug trade, which are two main matters for financing various terrorist militias.
From this lofty platform, from which the multilateral diplomatic process aimed at preserving international peace and security was launched, the State of Kuwait affirms the need for the government of the Republic of Iraq to take concrete, decisive and urgent measures to address the repercussions of the ruling and the historical fallacies contained therein in a way that preserves good-neighborly relations. My country also stresses the necessity of commitment to security. The independence and territorial integrity of both countries, the agreements concluded between them, and the relevant international resolutions, most notably Security Council Resolution 833, which delineated the land and sea borders between the two sides up to sea mark No. 162. We call on brotherly Iraq to demonstrate good intentions and complete the meetings of the technical teams concerned with demarcating the borders beyond point 162 in accordance with the laws and charters. The State of Kuwait reserves its full right to take whatever measures it deems appropriate at the legal and international levels to preserve its established legitimate and legal rights in accordance with international resolutions and the rules of international law, which it has always been keen toIt is keen to respect and apply it in its relations with all countries.
Mr. President,
for 75 years, during which the brothers of the free Palestinian people suffered from the inability of the international community to implement the resolutions of international legitimacy and from the practices of the Israeli occupation that violate all international norms and laws, and from here we affirm the centrality of the Palestinian issue in our Arab and Islamic worlds, and within the framework of implementing the General Assembly’s resolution, my country submitted a plea. A written letter to the International Court of Justice in order to issue a fatwa on the consequences of the Israeli occupation’s ongoing violations of the right of the Palestinian people to self-determination, stressing our firm and principled position in supporting the Palestinian right based on international legitimacy resolutions and the Arab Peace Initiative, leading to the establishment of an independent Palestinian state with East Jerusalem as its capital. On the borders of June 4, 1967.
The unfortunate events that brotherly Sudan is witnessing as a result of armed clashes are a cause for grave concern. We call on all parties concerned to immediately stop the fighting, resort to the logic of dialogue, and return to the peaceful political path in a way that preserves the security and stability of Sudan and its territorial integrity, expressing support for all ongoing regional and international initiatives in this regard, including It includes the Saudi-American initiative.
Regarding the situation in brotherly Yemen, we renew our support for the efforts undertaken by the United Nations through the Special Envoy of the Secretary-General for Yemen in order to resume the political process and reach a comprehensive settlement in accordance with the three agreed upon terms of reference, which are the Gulf Initiative and its executive mechanism, the outcomes of the National Dialogue Conference, and the relevant Security Council resolutions, especially the resolution. 2216 In a way that preserves the security and stability of Yemen and its territorial integrity.
Regarding Syria, we stress the need to intensify efforts to reach a political solution with exclusive Syrian ownership and in accordance with the relevant Security Council resolutions, especially Resolution 2254.
At the regional level, and in order to consolidate the rules of good neighborliness contained in the Charter of the United Nations, we renew our call on the Islamic Republic of Iran to take serious confidence-building measures to begin a dialogue based on respect for countries, non-interference in their internal affairs, and preserving the safety, security and freedom of maritime navigation from any threats.
My country also affirms that ownership of the natural resources in the submerged area adjacent to the Kuwaiti-Saudi divided zone, including the entire Durra field, is joint ownership between the State of Kuwait and the Kingdom of Saudi Arabia only, and they alone have full rights to exploit the wealth. The State of Kuwait also affirms its categorical rejection of any allegations of the existence of rights to any... , the State of Kuwait, through its development vision under the slogan “New Kuwait,” has kept pace and followed up on all international economic and financial indicators to transform Kuwait into a financial, commercial and cultural center that interacts with its regional and international surroundings and in such a way that foreign policy is present in this expanded development process according to diplomacy based on the element The initiative stems from a relief and humanitarian legacy carried on by fathers and grandfathers.
In light of the environmental deterioration our world is witnessing, my country has voluntarily and thoughtfully made clear progress to fulfill obligations and according to available capabilities, especially in the field of rehabilitation of the oil, industry and transportation sectors with the aim of reducing or reducing emissions, diversifying energy sources, improving their efficiency, and using alternative and renewable energy, in addition to our pledge to reach Carbon neutrality by 2050 in the oil sectors.
The countries of the Cooperation Council for the Arab States of the Gulf have been and continue to be pioneers in supporting the multilateral international community due to their belief in its centrality in concerted efforts towards addressing common challenges. We look forward to the success of the climate change conference “COP28” scheduled to be held in the Emirate of Dubai in the sisterly United Arab Emirates and the mobilization of international support it will generate. Necessary guidelines for implementing the elements of the Paris Agreement.
My country also welcomes and appreciates the announcement by the sister Kingdom of Saudi Arabia of the establishment of a global water organization based in Riyadh that aims to develop and integrate the efforts of countries and organizations to address water challenges in a comprehensive manner in an effort to ensure the sustainability of water resources.
I also cannot fail to convey my country’s praise and welcome for the sister State of Qatar hosting the Horticultural Expo entitled “Green Desert, Better Environment” in an effort to encourage innovative solutions towards the sustainability of desert areas.
In conclusion
, based on the State of Kuwait’s firm belief in equality, justice and human rights, we look forward to the support of the member states of the United Nations for the State of Kuwait to obtain membership in the Human Rights Council for the period (2024-2026) in the elections that will be held next October. We will seek through our membership to meet the aspirations of the developing world by extending Bridges of cooperation and work in a way that contributes to reaching comprehensive and just solutions that address issues related to human rights in accordance with the provisions of international law, international humanitarian law, international human rights law, and international legitimacy resolutions, away from selectivity, double standards, and the policy of imposing a fait accompli.
I can only renew our adherence to the multilateral international system and to the principles and objectives of the United Nations Charter, to ensure the development and strengthening of international governance to ensure the fulfillment of its lofty mission of maintaining international peace and security and serving all of humanity.
