    Personal gains 
    He continued, "It is assumed that the salary, tax and retirement scales will be restored according to fair and just principles and on the principle that job service is not a luxury but a sacrifice, and that it does not turn into personal gain for some."
    The banker pointed out, “It is necessary not to ignore the existence of rare specializations and other dangerous ones that must be granted financial additions, but according to correct, balanced contexts in state institutions,” noting that “the salary system is a strategic error in the political system after 2003 because it caused the crushing of large segments of state employees, not to mention the transfer Representatives and ministers are to retire even though their service is limited for a limited number of years, which means increasing pressure on the state treasury, and conditions will be difficult in the coming years.”
    The current government had previously formed a committee by the Cabinet Secretariat, consisting of the Ministries of Finance and Planning, the Bureau of Control, the Federal Service Council and other government institutions, charged with preparing a new salary law and presented a proposed alternative schedule to the salary scale to the government, but without it seeing the light yet.
    What is the relationship between budgeting? 
    Earlier, the Chairman of the Finance Committee, Atwan Al-Atwani, said that amending the salary scale is currently in the stage of scrutiny and review by the government, and it is a separate law in itself, and has nothing to do with the budget at all, as it is a government measure that is voted on within the Council of Ministers.
    According to a copy of the draft law amending the employee salary scale, the increase in salaries for the lower grades according to the new scale is supposed to be 150 percent, specifically “tenth grade” employees whose monthly salaries do not exceed 220 US dollars.
