The United States of America informed Qatar of preventing Iran from accessing its bank accounts in Qatar, worth $6 billion, as part of a prisoner exchange deal.
The United States has reached an informal understanding with Qatar to stop distributing $6 billion in oil revenues that Iran was allowed to access as part of a prisoner exchange, as the Biden administration investigates Tehran's possible involvement in last week's Hamas attack on Israel.
A person familiar with the matter said that the Treasury Department had an implicit agreement with Qatar, which was charged with distributing the funds, not to approve requests for funds that Iranian organizations were supposed to be able to spend on medicines and humanitarian goods.
Deputy Treasury Secretary Wally Adeyemo briefed congressional Democrats on the move earlier Thursday, the person said.
The person requested anonymity to discuss private information. Proceeds from oil sales of $6 billion were transferred from South Korea to Qatar as part of an agreement reached in September to exchange American citizens held in Iranian prisons in exchange for many Iranians in American prisons.
The Treasury Department did not immediately respond to a request for comment. Secretary of State Antony Blinken said none of the money has been spent yet.
“The funds from this account are supervised by the Treasury Department and can only be dispensed for humanitarian goods - food, medicine, medical equipment - and never touch Iranian hands,” Blinken told reporters in Tel Aviv.
“We have strict control over funds and reserve the right to freeze them,” Blinken said.
Iran said it still has access to the funds.
“There has been no change in the issue of Iran’s access to foreign currency funds in Qatari banks,” Iranian state newspaper Noor News reported.
A US official said on Wednesday that intelligence agencies do not yet have any evidence that Iran directed the attack that killed at least 1,200 Israelis, but the agencies believe Iran knew that Hamas was planning some actions against Israel.
