    Baghdad Today - Baghdad 
    In its session held today, Tuesday (November 14, 2023), the Council of Ministers issued a number of decisions in various fields.
    A statement from the Prime Minister’s Office received by “Baghdad Today” stated, “Prime Minister Muhammad Shiaa Al-Sudani chaired, today, Tuesday, the forty-sixth regular session of the Council of Ministers, and during the session, public affairs in the country were discussed, and the most important files and basic issues and the progress of program implementation were followed.” Government in various fields and levels, and also witnessed the consideration of the topics on the agenda and the taking of the necessary decisions regarding them.”
    According to the statement, the Council continued, “The tragic conditions of the Palestinian people and their continued exposure to Zionist aggression, and to complete the organization of sending aid and relief materials to Gaza, the Council agreed that the committee formed in accordance with the order issued by the letter of the Office of the Prime Minister, dated October 12, 2023, will receive the existing relief materials.” In the warehouses of the Iraqi Red Crescent Society, and sent to the people of the Gaza Strip, in support of the Palestinian cause.
    Regarding the affairs of the oil sector and its development, the Council of Ministers approved the “Recommendation of the Ministerial Council for the Economy No. (230235 Q) regarding the project to complete the financing of the cofactor cracking project (FCC) contracted by the South Refineries Company with a Japanese company, according to the following:
    -Approval to reduce the storage fees imposed by (75%) for cargo materials and containers that remain in the port from (7 to 10) days, for the non-exempt period exclusively related to the cofactor crushing (FCC) project, and until the completion of removing the materials from the possession of the Ministry of Finance/Authority. The General Customs Company, provided that the General Company for Ports of Iraq will prepare special yards for government imports within (90) working days (as a customs campus).
    In the same regard, the Council of Ministers approved “the entry into force of a memorandum of understanding between the Ministry of Electricity in the Republic of Iraq and the Turkmen Gas State Union in the field of importing Turkmen gas, signed on June 10, 2023, based on the provisions of the Treaty Contracting Law (35 of 2015).”
    In pursuit of the goal of developing youth, and the progress of the “Riyada” initiative concerned with developing capabilities, skills, and opportunities, the Council approved the recommendation of the Ministerial Council for the Economy (230255Q) as follows:
    Approval of amending the fees for giving lectures for courses held in the vocational training and development centers affiliated with the Ministry of Planning (National Center for Administrative Development), the Ministry of Labor and Social Affairs (Department of Labor and Vocational Training) and the “Riyada” initiative in the Prime Minister’s Office, to become (25,000) dinars. Only twenty-five thousand dinars per hour, provided that at least two hours are calculated per day, regardless of actual working hours.
    The Council also approved, in today’s session, the recommendations of the drafting team for the management of tasks and sessions of the Supreme Youth Council composed of Administrative Order (3310) issued pursuant to the letter of the Office of the Prime Minister, dated August 30, 2023, taking into account the observations of the Legal Department in the General Secretariat of the Council of Ministers, Confirmed in its memorandum dated October 26, 2023.
    The Council considered a number of files and topics on its agenda, and took the following decisions regarding them:
    First: Agree on the following:
    1. Authorizing the Deputy Prime Minister/Minister of Planning to sign the statute of the Arab Center for Social Policy Studies and the Eradication of Poverty in Arab Countries.
    2. The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Government of the Republic of Iraq for the Deputy Prime Minister, Minister of Planning, in accordance with the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.
    Second: Approval of the Ministry of Higher Education and Scientific Research issuing instructions for the fifth amendment to the Higher Education Fund Instructions No. (122) of 1999 according to the following:
    Adding paragraph (d) to Article (13) of the Higher Education Fund Instructions (122 of 1999), which reads: (The Fund shall provide the Ministry of Finance with its accounts, expenses, and revenues), according to what was stated in the opinion of the Legal Department in the General Secretariat of the Council of Ministers, confirmed under Its memorandum dated November 1, 2023, based on the provisions of the Ministry of Higher Education and Scientific Research Law No. (40) of 1988, and submission is every (6) months.
    eThird: Approval for the Legal Department in the General Secretariat of the Council of Ministers to undertake the preparation of a draft law amending the Traffic Law (8 of 2019) according to the following text:
    (Driving a vehicle with tinted windows or carrying curtains is prohibited until the shading and curtains are removed unless the shading and curtains are done with official approval, in accordance with regulations issued by the Ministry of Interior in exchange for specific fees that are determined by the Minister of Interior). Referring it to the House of Representatives, based on the provisions of the Constitution.
