[size=45]On Monday, the former deputy in the Finance Committee, Ahmed Al-Haj Rashid, revealed the details of the process of localizing the salaries of Kurdistan Region employees, while indicating that Baghdad will continue to send an amount of 618 billion dinars.[/size]
[size=45]Rashid said, “The Federal Financial Supervision Bureau has now reached the level of auditing half of the region’s employees, and it needs a period of time to audit the other numbers.”[/size]
[size=45]He added, "The process of localizing salaries requires opening branches of federal banks, namely Al-Rashid Bank and Al-Rafidain Bank, and expanding the branches of the Iraqi Trade Bank located in the region, but it does not accommodate the large numbers of employees and retirees."[/size]
[size=45]Rashid pointed out that “the Federal Ministry of Finance will continue to send an amount of 618 billion dinars until salaries are fully localized, and the localization process takes approximately two months.”[/size]
[size=45]On Wednesday (February 21, 2024), the Federal Court considered delaying and withholding the salaries of the region’s employees a violation of rights, while affirming that the decision to localize the salaries of the region’s employees was “final and binding.”[/size]
[size=45]The Federal Court affirmed, in a statement, “obligating the defendants, the Prime Minister of the Federal Government and the Prime Minister of the Iraqi Kurdistan Region, to provide the salaries of employees of all ministries, governorates, and entities not affiliated with a ministry, and all employees of other government agencies, retirees, and beneficiaries of the social protection network at federal government banks operating outside the region.” It will be deducted from the region’s share specified in accordance with the budget law for this year and for the coming years and for each of the aforementioned authorities in the region and its sub-districts.”[/size]
[size=45]The statement added: “Direct coordination with the Federal Ministry of Finance to implement this and approach it regarding resettlement without referring to the representation of the Kurdistan region, and all banks affiliated with the first defendant must facilitate the resettlement process and follow all necessary means for the possibility of the beneficiary being an employee or assigned to a public service or a retiree or a beneficiary of the social protection network.” On his salary at his place of residence through the outlets spread in the region or the banks open in the region licensed by the Central Bank of Iraq.[/size]
