The Federal Court’s decision regarding the salaries of Kurdistan Region employees sparked political and popular optimism, after years of turmoil in salary schedules, ending a series of accusations and disputes between the federal government and Erbil due to the crises caused by delayed pensions and wages.
The Federal Court obliged the Kurdistan Region to localize the salaries of all the region’s employees in all its public institutions, as well as retirees and social welfare beneficiaries, with operating federal banks. According to the decision, the process will be subject to deducting the amounts from the region’s share specified under the budget law for this year and the coming years.
Meanwhile, a financial committee affiliated with the Federal Financial Supervision Bureau began auditing and inspecting the number of employees in the region and ensuring that there were no duplicate names or aliens.
The leader of the Kurdistan Federation, Mahmoud Khoshnaw, said: “The principle in the issue of salaries is that the regional government is dealt with as a constitutional institution in accordance with Article 121 of the Constitution with its executive powers,” adding that “the region’s percentage is calculated from the general budget and is tabulated in a budget approved by the region’s parliament.” Includes operating expenses

Khoshnaw explained, in an interview with “Al-Sabah,” that “the Federal Court looked into the salary and revenue crisis and ways to address it in light of the dispute between Baghdad and Erbil regarding money and energy, after neglecting to address this dispute for ten years.”
Khoshnaw added, “The court decided that the citizen does not have to pay the price of the dispute, as employees and retirees in the region were subjected to forced savings or deductions, and it is in the interest of citizens in the region that the issue of localization of salaries be completed and not belittle the region,” pointing out that “in the months Last year the three employees did not receive any
a wage".
He stated that "the decision will not affect the powers of the regional government because of its responsibility for this file, and the court has addressed this crisis, and perhaps we will witness a solution to the money and energy crisis and this is sufficient to fully finance the regional government with its share of the federal budget," calling on the regional government to "commit not to spend any A dinar, except with a budget law, because the crisis is complex and contains many influential details.”
For his part, writer Zirk Rahman told Al-Sabah that “since 2013, there have been pressures on the segment of employees in the Kurdistan region that resemble lean years,” noting that “paralysis has struck the markets that are linked to the movement of salary distribution.”
Rahman explained, "Whenever the voices of the region's employees raise their salaries, there is a response from the majority in the government that there is no liquidity and that the government is in debt, until this matter has become a matter of rarity."
He added, "Whenever citizens demand that salaries be paid directly by the center, they are faced with multiple charges, despite the fact that the majority of ruling and even non-ruling party officials take their retirement from Baghdad," adding that "the decision to disburse salaries centrally was comfortable for many citizens of the region."
