A delegation from the Kurdistan Regional Government is scheduled to visit the capital, Baghdad, to negotiate a permanent solution to the delayed salaries of the region’s employees who receive their salaries irregularly, amid accusations from Erbil of the existence of a conspiracy against the region, while Baghdad calls for the implementation of the budget provisions and providing it with employee data for the purpose of paying them directly. .
A member of the Legal Committee, Muhammad Al-Khafaji, blamed the regional government, which refuses to implement the provisions of the federal budget to ensure that employees receive their salaries smoothly.
Al-Khafaji told “Al-Sabah”: “The federal budget law was previously approved, which included a clear and frank solution to all the outstanding, deep-rooted and accumulated problems for years, including the salaries of the region’s employees.” He added, “The region’s government must hand over the revenues, open a bank account, and export oil through... (SOMO) Company,” warning: “When the regional government implements these requirements, it will receive its rights from the budget.”
Al-Khafaji criticized, “granting loans from the federal government to the regional government to pay the salaries of its employees, because they were not disbursed within any tabulation, and the government was forced to this solution due to the regional government’s violation of the budget provisions,” and pointed out that “the region’s Minister of Finance visited Baghdad and met with the Minister of Finance and the Finance Committee.” Parliament, and it was agreed that Erbil would hand over a complete database of the region’s employees so that their salaries would be sent directly.”
He revealed that "the numbers and data of employees are not real, and that about 50 percent of them are fake," stressing that "negotiating visits do not mean negotiating the law because it is clear and must be adhered to."
Erbil insists on its position that it is being subjected to what it described as a “conspiracy” or “marginalization.” The representative of the Kurdistan Democratic Party, Mahma Khalil, told “Al-Sabah”: “The violations against the rights of the region’s employees are clear and explicit and will have a negative impact on the Iraqi fabric,” accusing Politicians in Baghdad “discriminate between segments of society on the basis of sect or race,” as he put it.
He continued: “The budget allocated 12.69 percent to the Kurdistan region, and that the political disputes were fueled by some members of the Finance Committee, and whoever tampered with the budget preparations seeks to thwart the government’s work,” and warned that “the region is part of the federal system, and it is not permissible to impose punitive and penal clauses against any component.” ", stressing, "We will bring to Baghdad constitutional and legal rights to obtain them through the constitution, the law, and prior agreements."
Many are proposing a final solution that includes “localizing the salaries” of the region’s employees in approved banks and closing this file permanently.
Representative Jawad Al-Yassari said, in an interview with “Al-Sabah”: “The employees of the region are oppressed, and the federal government must treat them like the rest of Iraq’s employees, and they should not be punished to spite the regional government.” He added, “Their salaries must be sorted, they should be treated fairly, and they should be removed from the regional government, so that they will not be victims.” for political differences.
The leftist called for “the region’s employees to receive their salaries just like any employee anywhere in Iraq, and this is what we strive for and strongly call for,” and stressed that “this measure will end this thorny and chronic issue.”
Meanwhile, popular demonstrations and protests were renewed in the Sulaymaniyah Governorate Center and a number of districts and districts, including teachers and employees in general.
A member of the organizing committee for the demonstrations, Hama Khoshnaw, said in an interview with “Al-Sabah”: “The demonstrations were not limited to educational cadres of teachers, educators, and free lecturers during the present time; rather, they expanded and included employees in the directorates of electricity, traffic, health, and others during the days of this week,” stressing “At the beginning of next week, there will be more protests to put pressure on the regional government in front of the Education Directorate in Sulaymaniyah,” he pointed out, “The boycott of the educational process is a protest against the continued delay in disbursing salaries monthly, and not paying them on a regular basis, like other governorates in the federal government.”
He reported that the National Council of Teachers and Employees in the region is continuing its visits to Baghdad, and a complaint has been filed with the Federal Court against the suspension of promotions and the attempt to take away our rights.
