Since the trial operation of electronic payment at gas stations last year and then its actual dissemination in the capital and the governorates at the beginning of the current year 2024, dozens of good advantages have emerged that accompanied the promising application, but that did not prevent the emergence of some obstacles and problems, as citizens complained about the lack of cooperation of filling employees. “Al-Bozrajiya” is with them under the pretext of not working their electronic cards for payment and requesting payment in cash, which is costing them amounts exceeding the supposed price limit for recharge.
According to the monitoring and follow-up of experts and observers of economic and financial affairs, “Al-Bozraj” is adopting a deception method under the pretext of not working the electronic payment card in order to obtain an increase in the amount of cash for refilling from the citizen, but the observers indicated that the owners of gas stations are the ones who bear the responsibility for defrauding the citizen because they do not contract with them. The “Al-Buzarji” filling employees receive a certain salary, but they rent the “hose - tube and fuel pump” for a certain amount to the “Al-Buzarji”, and thus the latter pays for the method of defrauding the citizen.
The director of the “Integrity Monitor” organization, Abdul Razzaq Al-Sultani, said in an interview with “Al-Sabah” that “artistic methods of defrauding citizens have become a prominent feature, and this is an unfortunate matter, and gas filling station workers are also victims of station owners who bargain with them for their livelihoods.” They push them to devise satanic methods to exploit simple citizens.”
He added, “Iraq has lagged far behind other countries in several areas, including electronic payment instead of cash payment, and every time we take a step forward, some are trying to push our country back several miles. The attempts to undermine citizens’ confidence in an ugly way by weak-minded workers at gas stations is a situation They are unable to bypass cash routines and steal large sums of money.
Al-Sultani pointed out that “as a matter of fairness; Treatments must be put in place to protect gas station workers, as most stations rent what is called a “hose” to the worker, so that the station owner tells him, “Go with your cleverness,” which prompts many workers to follow illegal methods of earning money.”
He stressed that “most of the numbers for reporting or complaints at gas stations are inactive, closed, and do not serve their purpose, and are merely ‘throwing ash in the eyes’,” according to Al-Sultani’s expression.
As for the researcher in security affairs, Dr. Imad Allo, he said in an interview with “Al-Sabah”: “We certainly expect that there is resistance to electronic payment operations at gas stations, and this is a phenomenon that some citizens have begun to notice through the attempt of the station workers (Al-Buzorgia) who work to receive the amounts to circumvent the situation.” On the electronic payment system on the grounds that the payment card carried by the citizen does not work due to the poor quality of the equipment provided to the stations by the entities that installed them.”
He stated that “(Al-Buzarji) is arguing that citizens’ cards are not valid for work (Key Card and MasterCard), but what we have noticed - personally - is that there is an attempt to evade the use of electronic payment by (Al-Buzarji) at fuel supply stations and replacing it with cash payment for the purpose of personal benefit.” He explained, “These problems stand as an obstacle to the implementation of the electronic payment system, and they also shake the citizen’s confidence in this method of dealing with gas stations that have been approved for electronic payment.”
Alo warned citizens that they should enter the PIN number of the card instead of leaving it (to the Bouzrajiyah) to ensure electronic payment, calling on the Ministry of Oil to issue directives from it, as well as the departments present in the stations, that the worker not enter the PIN number of the card in order to preserve the confidentiality of citizens’ information and funds, stressing that “this It is what works in all countries of the world, that the card owner is the one who enters the password and no one else, for security reasons related to seizing the amounts inside the card through manipulation.
