    Information / Baghdad...
Legal expert Ali Al-Tamimi explained today, Sunday, the most prominent amendments to the Penal Code with regard to parental disobedience, the immunity of MPs in Parliament, and freedom of opinion and expression.
Al-Tamimi told Al-Maalouma, “The House of Representatives voted to amend Penal Code No. 111 of 1969 in various articles, including Article 384, which punishes disobedience to parents, as the law punishes anyone who disobeys his parents, insults them, or abandons them, and this matter is in line with the Holy Qur’an.” The penalty shall be imprisonment and a fine, or one of the two penalties.”
He added, "The other amendment to Article 11 of the Penal Code related to immunity will grant the representative greater immunity, help him perform his role, and give him power in legislation, oversight, and statements. However, Federal Court Decision No. 90 of 2019 has restricted this text."
He explained, "All legal measures are taken against the representative regarding misdemeanors and flagrante delictos, with the exception of felonies, which require a vote from Parliament."
He stated that “Article 226, relating to cursing and insulting authorities and institutions, has been turned into a misdemeanor, imprisonment and a fine or one of them after it was considered a felony. In addition, the legislator added to the law a stipulation that (every statement or action is practiced within the framework of freedom of opinion and expression within the framework of constitutional limits) is It is not considered an insult, and it would have been better for Parliament to go towards legislating a law on freedom of opinion and expression instead of inserting such a text into the aforementioned article.” Ended 25 n
