    The Legal Committee of the House of Representatives revealed, on Friday, the most prominent paragraphs of the new penal code, noting that the law included changes regarding the death penalty and "honour crimes".
    Committee member Bahar Mahmoud said in a statement, "The Legal Committee participated in the preparation of the draft penal code presented by the President of the Republic," noting that "the draft law will include the abolition of the previous penal code legislated in 1969 and the introduction of a new law consisting of 505 articles with significant changes."
    Mahmoud added, "There are developments in society that require amending the law as the philosophy of punishment changes over time," explaining that "the philosophy of punishment was based on harming the offender, but now it is based in all parts of the world on the idea of ​​reform, and the articles of the draft penal code are in line with this." Philosophy is for reform, not revenge.
    And she indicated, that the draft law, according to this basis, witnessed "the cancellation of many articles regarding the death penalty, in addition to specifying penalties for crimes that did not exist in the previous law, including electronic crimes prevalent in this era," explaining that "the article on honor killing and dishonor washing." It was the subject of a discussion, and there are different opinions and we found a change in them, as these crimes have decreased and the law will treat them as ordinary murder.”
    She also referred to the enactment of alternative penalties to imprisonment and a fine, including "the penalty for working in social service institutions, such as the nursing home," stressing that "crimes of financial and administrative corruption were added as a chapter in the draft penal code, and severe penalties were enacted."
    Mahmoud revealed, "The penalty for corruption crimes will begin with five years imprisonment for the minimum amount, provided that the sentence continues until the amount is returned even after the expiry of the sentence," expressing her hope that "there will be other steps from the Presidency of the Republic to change Iraq's laws."
    Mahmoud considered the new law a "reflection of the system of government," stressing the need to "amend laws that need legal reforms along with financial reforms," ​​noting that "the draft law will be discussed in the House of Representatives and is subject to amendment, addition and deletion."
    On Tuesday, the President of the Republic, Barham Salih, announced the submission of a new draft penal law for the first time in more than 50 years, with the aim of "modernizing the legal system", keeping pace with developments and ending impunity.
    During an expanded meeting held at Al-Salam Palace in Baghdad, on August 17, Saleh presented the new draft penal code to the House of Representatives, which was submitted by the Supreme Judicial Council to the Presidency of the Republic in the context of cooperation between the Presidency of the Republic and the Supreme Judicial Council in the field of legislating laws required by the developments of the times. According to a statement by the Presidency of the Republic.
    The statement stated, "The law came to replace the Penal Code of 1969, and is based on legal drafting and harmonization with the Iraqi legislation in force, not violating the constitution, and not inconsistent with international covenants, aiming to achieve security, solidarity and stability."
    The meeting included, according to the statement, First Deputy Speaker of Parliament Hassan Al-Kaabi and the Parliamentary Legal Committee, the President of the Bar, the President of the Iraqi Jurists Union, a number of experts and legal jurists, and a group of academics who are professors of law in Iraqi universities.
    The President of the Republic said during the meeting, that "the new draft law is the most comprehensive amendment in fifty years to the Iraqi Penal Code of 1969 and its amendments made to it by the dissolved Revolutionary Command Council and orders issued by the Coalition Provisional Authority."
    He added, "The project was adopted by the Supreme Judicial Council and the State Council was consulted in it, while the Advisory Board in the Presidency of the Republic worked on it by taking advantage of the Iraqi competencies and various jurisprudential circles to reach a formula that fits with the new situation in Iraq."
    He continued, "There have been major transformations in Iraq during the past decades, but its legal system and the penal code in particular remained in a framework that did not keep pace with developments in the political system and in Iraqi society."
    Barham Salih explained, "One of the most prominent features of the new law is the establishment of deterrent punitive texts to combat crimes of financial and administrative corruption, prevent impunity, oblige embezzlers to return funds, criminalize acts and tighten penalties for crimes committed against the national economy, and the law pays great attention to protecting the family and criminalizing acts perpetrated against her.
    The President of the Republic stressed that "the new draft law has taken into account all international agreements and treaties, especially those ratified by Iraq as part of national law and through consulting the United Nations and the Red Cross, and it will have positive consequences that place Iraq in the ranks of countries committed to international law and international standards." relating to crime and punishment, personal freedoms, and abuses that occur in society.
    Saleh pointed out that "the draft law is an important development and a breakthrough to addressing a legacy that requires treatment," stressing that "Iraq wants to be and must be in line with the international system with regard to these important concepts."
