Baghdad/Al-Masala: For about seven months, the Iraqi parliament has been witnessing a crisis represented by the vacancy of the position of the parliament speaker. In an attempt to resolve this crisis, Mohammed al-Halbousi, head of the Progress Party, presented a set of solutions to the leaders of the Coordination Framework during a meeting that brought him together with the leaders of Sunni parties and the forces of the Coordination Framework.
The first solution proposed by Halbousi is for his Sunni rivals to present three candidates for the presidency of parliament, and for him to choose one of them.
In return, Halbousi stipulates that he be given the Ministry of Trade, which is considered a golden goose for any party that controls it, given the financial returns and large economic opportunities associated with it.
In the second proposal, Halbousi suggested that he present three names of candidates for the parliament presidency, and that his Sunni rivals choose one of them.
In this case, Halbousi would give up his demand for the Ministry of Trade. Halbousi seems to be ensuring that one of the three candidates will be to his liking, which would prompt him to give up the ministry in this scenario.
The third proposal is for Halbousi to present three names of senior Sunni MPs, one of whom will be chosen as speaker. This solution strengthens Halbousi’s position, as it ensures that there are senior candidates with experience that could be counted in his favor.
Looking at these proposals, it becomes clear that Halbousi is playing a skillful political game, putting himself in a strong position in all eventualities. Halbousi’s moves are tactical and aim to secure his interests in all possible scenarios.
The first proposal strengthens Halbousi's control over the final decision, as he chooses from among the three candidates.
In the second, Halbousi gives up the Ministry of Trade, which reflects high confidence that one of the three names will suit his interests.
In the third proposal, presenting names of older MPs reflects a desire to benefit from the political weight of these MPs in favor of Halbousi.
In all cases, Halbousi appears in a strong position, ensuring that he does not lose anything major.
