Supporting the national industry is a roadmap towards the future

Before actually assuming office, Prime Minister Mohammed Shia Al-Sudani announced several basic objectives within his government's program, including supporting national industry. In this axis, the government aims to improve the industrial sector to invest human and material resources and restore confidence in the Iraqi product, and adopt the (Made in Iraq) approach through 4 steps. The government's steps
to support industry according to the program it presented upon its formation are as follows: Launching a plan to rehabilitate and restructure public industrial companies affiliated with the Ministry of Industry. Activating the tasks of the Coordinating Council for the Industrial Sector in Iraq. Rehabilitating and revitalizing the public and private industrial sector and operating currently suspended factories in partnership with the (serious) private sector to benefit from available capacities and attract advanced global expertise. Finally, supporting and developing medium, small and micro enterprises by benefiting from successful local and international experiences in cooperation with relevant organizations.
In the middle of last year 2023, Prime Minister Mohammed Shia al-Sudani stated that Iraq is capable of creating an advanced national industry that competes with international industries, and said: “We are heading with promising plans for development, economy and reconstruction,” and stressed that “we must think about other sectors that contribute to the gross domestic product other than oil, the most important of which are industry and agriculture,” noting that Iraq is first in the world in sulfur reserves, and second in phosphate reserves, in addition to many untapped minerals.
At another time and place, al-Sudani stressed that Iraq has a real opportunity to possess an advanced and economically successful industry. This came when he chaired a special meeting to discuss new methods, in addition to sovereign guarantees, to finance and support the localization of a number of industries in Iraq and the establishment of industrial projects, reiterating the reference to “the importance of what the Development Road Project provides in terms of the possibility of establishing industrial cities along the road, in addition to the current industrial cities.”
Al-Sudani called for “formulating clear mechanisms to support and encourage industrialists towards specific industries that complement the rest of the government’s economic plans, most notably housing and new city plans, and building service infrastructure, which are activities that require the availability of several times the current capacity for the construction materials industry and materials used in construction.”
Al-Sudani directed “preparing an integrated package of measures that contribute to raising the efficiency of the industrial bank and finding simplified mechanisms for borrowing operations and conditions and guarantees, in a way that supports the establishment of a number of quality factories capable of creating new job opportunities for young people and contributing significantly to the gross domestic product.”
In turn, Minister of Industry and Minerals Khaled Batal Al-Najm confirmed the ministry’s efforts to contribute the industrial sector to the gross domestic product and provide job opportunities to achieve national development goals through optimal exploitation of mineral resources.
He continued by saying: The ministry’s vision is to focus on strategic industries that contribute to creating job opportunities for young people, as well as making room for the private sector by establishing its own projects or through partnership contracts with government sector companies.
Al-Najm also said: The Ministry of Industry fully supports the private sector and empowers it and benefits from its capabilities in the Ministry's companies, through serious participation contracts to achieve integration between the public and private sectors. He pointed out that the Ministry has developed solutions to many of the private sector's problems as a first reform package, in addition to supporting the mixed sector and solving its problems, stressing the need to continue completing the industrial development map to be a working method for achieving development in the industrial sector.
It is no secret that thousands of factories and plants in the country have stopped due to the deterioration of their buildings and production lines throughout the nineties of the last century and after 2003, despite repeated promises by previous governments to restore and inject life into those factories and plants; However, these promises remained ink on paper due to routine, neglect, and lack of seriousness in most cases, as well as due to the battles against terrorism that Iraq fought, which occupied a large part of its time, money, and human competencies. However, the distant and the near indicate that the current government (the government of Mohammed Shia al-Sudani) has implemented serious practical steps to regain control of the state’s support for national industry, through a series of decisions that were welcomed by Iraqi industrialists, as well as the public industrial sector.
Within two years of the government’s term, it was able to rehabilitate dozens of factories that had been out of operation since 2003. It was also able, by allocating the necessary funds, to open new strategic factories that contribute to supplying the local market with national production that rivals and surpasses the global one, especially in the field of petrochemicals, iron, steel, cement, and other manufacturing industries.
