Baghdad Governorate coordinates with the relevant military institutions to facilitate obtaining the necessary approvals for the construction of projects on its lands within the outlying areas.
Ahmed Thajil, head of service projects at the governorate’s urban planning directorate, told Al Sabah: “The directorate is responsible for preparing the necessary designs for constructing service projects in outlying areas, such as building schools, hospitals, residential cities, and others.”
He added that the outskirts areas include Al-Nasr and Al-Salam districts within Abu Ghraib district, Al-Tarmia, Al-Taji, Al-Mushahidah, Al-Mahmoudiyah, Al-Yusufiyah, Al-Rashid, Al-Latifiyah, and Al-Madain, as well as Al-Wahda, Al-Nahrawan, Al-Jisr district, and Al-Madain, in addition to Al-Zawraa district, which has become administratively affiliated with Baghdad Governorate instead of Khan Bani Saad in Diyala Governorate.
Thajil pointed out that any project built on lands belonging to these areas must obtain the necessary approvals from the sectoral authorities that own the lands after preparing a feasibility study for the project. Then, if approved, it is referred to the Baghdad Governorate for approval. After that, the project files are submitted to a special committee in the Ministry of Construction, Housing and Public Municipalities, which is concerned with studying and allocating lands for state projects, and then returning them to the governorate to begin the procedures for constructing the project.
He explained that if the land is part of the state’s real estate, approvals are obtained from it, stressing that the procedures are implemented in accordance with laws and regulations, as there are several projects that are halted due to the refusal of the landowners to establish a project on it, even if it has not been invested for more than 20-30 years.
He stated that the directorate faces difficulty in obtaining approvals if the land is within military sites, as it takes a long time until the approvals are completed from all security agencies to verify that it does not contain radioactive or chemical materials. Therefore, the directorate is trying to address the issue in a way that does not harm the citizen in coordination with these relevant agencies.
