Board of Directors of the private sector .. and the role expected
    Abdul-Zahra Mohammed al-Hindawi
Preparations are under way for the establishment of a board of directors and the development of the private sector in Iraq, as announced by the Minister of Planning Nuri al-Dulaimi recently, who pointed out that the establishment of this Council comes in the context of the implementation of the government's policy to strengthen partnership with the private sector and then give him the lead Development in Iraq by about a year.
It seems that through the announcement of these good government intentions, the government is serious, indicating that the next stage will be the stage of the private sector, and that the long time; but, is it really that the environment has become suitable for the private sector to play its desired role? .. Is the Council to be established, able to provide appropriate conditions for the work of this sector?
These questions and others are strongly rooted in the minds of private sector workers, and therefore the picture should be clear to them. Perhaps the most important question is what role and task will the private sector board play, with so many accumulations that have created a general culture in the country. That the public sector, is the owner of everything, and everything else, does not mean anything !! .
This is a dangerous culture, especially since such ideas are rooted in the minds of some public sector employees, who do not believe in the private sector, so they will become confused by the new government's directions. Moreover, some private sector workers themselves are also not capable of this The sector, they believe, should remain in the hands of the public sector.
And here is the task of the Council is not easy, starting with the composition, and mechanisms for the selection of its members, and how many ?, What is the proportion of government representation in the Council? , And whether there would be privileges for those members? , And what is the level of the President of the Council, is it the degree of a minister, for example? Or less or more? Will he participate in the meetings of the Council of Ministers, whether as membership, or as observation or listening? .
In order for the new council to perform its tasks and achieve its goal in different ways than those of the public sector, it must first choose its members by adopting high standards, because the private sector is facing the problem of sharp fragmentation. It represents the private sector, other organizations come to challenge them, to say that they are the representative
     Legitimate.
Hence, the screening among these entities is very difficult, which requires conducting in-depth research and study in order to choose the members of the Council to be real representatives and to be a believer in the role of the private sector so that the Council will then proceed to address the reality, And work to ensure the implementation of government agencies, as well as work to simplify the laws and regulations and regulations governing the work of the private sector, the Council to develop plans and strategies at the national and local (provincial), and monitor and monitor and evaluate the implementation of those plans and policies.
The task to be undertaken by the Private Sector Development Council will be great, and it deserves the support and attention of all concerned government agencies. The time has come for this sector to fill its real territory and for the public sector to rest, working decades later, Which is aimed at building a possible human being in a safe country, and that everyone, especially the private sector, contributes to achieving this great goal, according to a vision of sustainable development. The principle of "we will not leave anyone behind us" . We will build a solid economy after the systemic imbalances in the Iraqi economy are addressed, we will see a real industrial base, unemployment will fall to its lowest levels, and many other good development advantages.
