    In order to make the harmony prevail in Iraq, the legal, religious and cultural aspects of a large number of important issues need to be agreed upon , such as: the role of the state and its citizens and their responsibilities, and different types of rights (including the rights of man and the child , etc.), and a review of serious curriculum, and a review of the seriousness of the current Constitution, and without that consensus, the members of the community always feel that their loyalty is due to the various power and authority that are in conflict centers; causing more dissonances, and will prevent the progress of society, and can not complete this consensus , without the adoption of the whole nation these projects and take advantage of their resources in order to implement them, and then there is a need that the stakeholders or those involved feel the urgent need to identify and adopt decisions in order to meet these requirements; in order to prevail harmony and harmony.
