head of the tribes in Parliament MP Abboud al - Issawi said the "morning" that "conflicts between the clans will end if committed tribes to respect the rule of law and handed over their weapons to the state so that the state is the only source capable of protecting citizens and resolving disputes through legal frameworks."
Issawi said that "the tribes , but put itself as an instrument of political conflicts, and must remain on the social status and state support and shorten its role in social reform."
He added that "the political parties to move away from interference in the tribal structure and not create leaders depend on the complexity of the loyalties of clan - based reformist social scene, and therefore held solutions , which must be avoided clans and give a greater role for the state and the elders of the House of Commons."
He noted MP al - Issawi , "The Senate and the House of Commons key tribes have the ability to resolve the biggest disputes in a social reformer and must therefore do their Kmsalehyn social and Kmatmanan on the reform of society and work to preserve the tribal structure in preserving the prestige of the tribes."
He said the "committee clans formed a committee of a number of deputies in the province of Basra , which is practiced in the fact - finding work to resolve conflicts in cooperation with the local authority in the province, and the leadership of
operations."
He explained that "on Wednesday will climb chief of police operations and the local authority to maintain in the security and defense committee parliamentary coordination with the tribes, to investigate the causes of these conflicts and the mechanism to resolve and support the rule of law in order to impose and protect the Basra security, borders, security and

while between the Parliamentary Committee clans decision Farid Ibrahimi that "tribal conflicts has recently grown in the country, especially in the southern provinces, gave the message is positive and unacceptable", calling for " the need to have recourse to all Iraqi tribes to find solutions by law to maintain the prestige of the Iraqi state. "
He added that "the tribes to abide by the law and supports the state and devote its prestige in order to restore security and to activate the role of clans in a reformist and effectively in society and move away from the armed manifestations and the use of arms."
He pointed out that "the Parliamentary Committee clans seeking to stand with the Iraqi tribes in order to devote community conciliation and emphasis on the safety of community security and social peace in resolving all tribal disputes and rely on the imposition of the state 's prestige and support the law because it is the solution Faisal all disputes." The MP refused to Brahimi "discredit tribal thoroughbreds and implicated in political conflicts and party loyalties , " calling to "maintain the reform structure of the tribes because it is the hand that supports state and community peace between the
citizens."
He explained that "the heads of the tribes to look to the history of Iraq track jealous tribal and clan solutions, generosity and maintaining traditions and customs of the great tribal Iraqis and taught to the children in order to preserve the integrity of the community and the security of citizens." Electoral interests on the other hand, indicated a member of the legal committee MP Zainab al - Tai "The Iraqi Penal Code applies to the lives of the country, starting from the highest authority in the state and the end of the simplest citizen where, which guarantees him his life, and provides protection for him and others, and take revenge from the abuser in order to adjust the society and reform. " Confirmed al - Tai "The Penal Code in Iraq is effective and implemented since 1969 and is one of the best laws in the region, which criminalizes those who threaten the lives of citizens , " indicating that "all armed manifestations of criminal behavior committed by some individuals under the pretext of tribal problems and crises clan is a criminal law ". He noted "that the real problem lies in the inability of the security forces to deal with these crimes, and the reason is because after the year 2003 , with the some of the competent authorities commissioned by the leaders of the police departments of the sons of regions and clans, so it was lenient with the perpetrators of crimes on tribal accounts, but arrived to that sense of professionalism of the security apparatus stands when a member of the clan has committed a particular crime or Vipadr affiliated officers to the sons of the clan Report to hide the criminal and stay away from the crime scene in a raid or arrest. " She said that "there are dozens of criminals roam without punishment or a deterrent under the cover and protection of the police departments in some districts and areas." She noted "that the existing penal code, the real problem is not in the law but in the application." And it hinted that "electoral interests are dedicated and how great tribal authority because of the political bloc leader or head of the party works to attract and win over the heads of clans and tribes in order to obtain political gains or electoral." She added , "Some political figures waterlogging on the heads of the tribes with money and weapons for the purpose of his election, and therefore the state has become a political subject to the consent of her leadership clan .. It was the first to satisfy the tribes state first."
