    Minister of Communications Hassan al-Rashed said on Tuesday that Iraq needs to operate the fourth mobile license at the moment.
    "Communications Minister Hassan Kazem Al-Rashed confirmed during his meeting at the ministry's headquarters a delegation of representatives of Kuwaiti companies, including the former Undersecretary of the Kuwaiti Ministry of Communications Hamid Jbeil Al-Qattan, that the fourth license for the mobile phone will be Iraq needs to be operational at the present time," the ministry said in a statement. "He said. 
    "The Iraqi telecommunications market needs advanced telecommunications services and high quality voice service to serve a wide range of citizens," Al-Rashed said. "This license is a national and a contribution to the benefit of the Iraqi citizen in terms of quality of services and offering shares in the stock market." 
    "The optical access networks implemented by the Ministry will have a significant role in developing the performance of the telecommunications sector, in addition to enhancing and sustaining communication using advanced technology in the field of communications and the Internet."
    For his part, Undersecretary of the Kuwaiti Ministry of Communications Hamid Jbeil Al-Qattan said "the ability and efficiency of Kuwaiti companies to contribute to the work of the Iraqi telecommunications sector using modern technologies in the field of mobile communications for the vast experience owned by these companies in this area and its desire to invest in the promising Iraqi telecommunications market."
