Prime Minister Ihsan al-Shammari announced that Abbadi asked for several conditions in exchange for negotiations between the center and the region. Otherwise, he will have to resort to several options, including negotiating with Bafal Talabani and imposing the rule of law by force.
In media leaks close to Shammari, he stressed that many of Barzani's party and his associates demanded secret meetings to negotiate in the event of Barzani failed to obtain an understanding with the Center
According to Shammari, the decision of Abadi was strict .. (No negotiation, only after the approval of the following) ..
1. Return of the 2003 Agreement
2. Delivery of ports and borders
3. Airport delivery
4. Receipt of imports from government departments

According to al-Shammari, al-Abbadi had addressed the authorities in Kurdistan, demanding that they implement the demands urgently in order to avoid the severe consequences that will be inflicted on the Kurdish people in the case of the insistence of these authorities and abide by the opinion.
