    [ltr]The head of the Finance Committee in the House of Representatives Faleh al-Sari, a letter to the Ministry of Finance on the continued deduction of salaries of employees, stressing that the continuation of this is not legally permissible, days after the prosecution of Attorney Haitham al-Jubouri government on the back of continuing with the deduction of salaries.[/ltr]
    [ltr]The deputy head of the parliamentary finance committee revealed the existence of a legal violation in the Ministry of Finance's deduction of 3.8% of the salaries of employees and retirees for the month of January.[/ltr]
    [ltr]In a letter to the Ministry of Finance, Al-Sari told Mawazine News that "based on general provisions 1 of the Financial Management and Public Debt Law No. 94 of 2004," The budget is approved for a financial year and will take effect during the year approved In which".[/ltr]
    [ltr]He pointed out that Article 33 of the Federal Budget Law No. 44 of 2017 stipulates that "3.8% of the total salaries and allowances for all state employees, the public sector and all retirees shall be deducted to meet the needs of the State from the expenses of popular mobilization, support for the displaced and other expenses. As shown below and within the allocations allocated within the federal budget of the Republic of Iraq for the fiscal year 2017 this law was enacted.[/ltr]
    [ltr]"Based on the above, the continuation of the deduction of the above percentage of the salaries of employees and the public sector and retirees is illegal and is not based on constitutional or legal legitimacy and is contrary to the law of financial management and the federal budget law, the Finance Committee considers the non-deductibility of the above sections for the year 2018, The Interceptor for January 2018 ".[/ltr]
    [ltr]The House of Representatives has approved a paragraph in the budget of 2017, reducing the proportion of the salaries of employees and the public sector and retirees and the government budget law from 4.8% to 3.8% and divided to 60% to support the popular mobilization and 40% to the displaced.[/ltr]
    [ltr]The member of the Finance Committee of Parliament Haitham Jubouri, has filed a lawsuit against the government before the Federal Court to cancel deductions from the salaries of employees and retirees.[/ltr]
    [ltr]Jubouri said in a statement to Mawazin News that "the deduction of any amount of salaries of employees from this month (January 2018) is illegal and contrary to the Constitution because the provisions of the budget of 2017 ended on 31-12-2017 and according to the law of administration And the provisions of the Constitution which provided for the annual provisions of the budget and may not be adopted texts after 1-1-2018.[/ltr]
