    The Fund for the Reconstruction of Areas Affected by Terrorist Operations in Iraq announced on Monday the number of destroyed units in the country as a result of military operations.
    Fund director Mustapha al-Hiti said some 138,000 housing units had been damaged, noting that half of the units had been completely destroyed.
    Al-Hiti said there were still about 2.5 million displaced Iraqis because of the fighting.
    For his part, Secretary-General of the Iraqi Council of Ministers Mehdi Al-Alak said during the donors conference in Kuwait that the countries can help Iraq to be a guarantor to the lenders, allowing access to soft loans to finance infrastructure projects, adding that there are preliminary indications that some countries will do so .
    But US officials have said the United States does not intend to make any payments to the Kuwait conference.
    The UN humanitarian coordinator for Iraq, Liz Grand, said failure to help Iraq could lead to a return to instability.
    "If the international community does not help the government of Iraq to restore stability to these areas (destroyed by the war), gains against a supporter may be in danger," she said.
