The second package of US sanctions against Russia entered into force on Monday against the backdrop of the Salisbury incident in Britain.
The second package of sanctions was implemented under the Chemical and Biological Weapons Control Act against the backdrop of the Scribal case because Moscow, according to Washington, did not provide the required guarantees required by US law in this regard.
This includes US sanctions against Russia under the Scribal case, restrictions on state debt and Washington's demand from international organizations, for example the World Bank and the International Monetary Fund, not to lend to Moscow. US banks will not be allowed to participate in the initial public offering of Russian sovereign debt unrestricted in rubles and lending to the Russian government without the ruble.
Additional restrictions on the export of a number of materials, goods and equipment to Russia will be on the US Department of Commerce's list.
US President Donald Trump signed a decree to impose a second package of sanctions against Russia over the poisoning of former Russian intelligence officer Sergei Scribal and his daughter Yulia, the Politik newspaper reported earlier, citing sources in the administration.
A former Russian military intelligence officer, Sergei Scribal, who worked for British intelligence and his daughter Yulia, was found dead at a shopping center in the British city of Salisbury on March 4.
