The forced and temporary calm imposed by the Corona pandemic on the Iraqi street, gives the quota system the opportunity to reorganize its ranks and restore its wall, which collapsed in front of the power of the popular uprising that began in the autumn of last year and the most violent and violent methods did not stop it. This explains the surprising consensus of a wide range of political parties on the person of Mustafa Al-Kazemi, the new candidate for the formation of the government, and it seems that this agreement extends to Washington and Tehran, who stood behind the establishment of the system itself and are united by an interest in ensuring its protection from the fall despite all the intense competition between them. And severe discounts.
BAGHDAD - The process of forming a new Iraqi government that fills the void left by the resignation of Adel Abdul Mahdi’s government is proceeding quickly and smoothly, which were not expected a few weeks ago, when many obstacles appeared that prevented the parties participating in the political process from agreeing to Abd al-Mahdi’s successor, which led to the fall of candidates for the position of prime minister. They are Muhammad Tawfiq Allawi and Adnan Al-Zorfi, before the road was suddenly opened to assign a new candidate, Mustafa Al-Kazemi.
And Iraqi parliamentarians suggested that Al-Kazemi present the formation of the new government before Ramadan, less than two weeks later.
Followers of the Iraqi issue saw that behind the smoothness that accompanied Al-Kazimi's mandate to form a new government by Iraqi President Barham Salih, two main factors, the first of which were the desire of the political process parties to restore the ranks of the regime and remove the specter of falling from it as soon as possible, by exploiting the situation of forced calm in the street by a pandemic. Corona, which halted the massive popular uprising that had started last October and the authorities failed to stop it by all means, was the most violent and bloody, which posed the greatest challenge to the existing system since 2003.
In practice, there has been no improvement in general conditions in Iraq, which would change the opinion of the street in the failed experiment of governance that has been going on for 17 years, making the return of the intifada with new momentum after the disappearance of the Corona threat, almost certain.
As for the second factors that support Al-Kazemi’s success in forming a new government, observers attribute it to the return of automatic and tacit agreement between the United States and Iran regarding the Iraqi file, as the two rivalries compete fiercely for influence in Iraq and they deduct many details, but they agree to maintain the continuity of the regime that was born by The consensus itself, and its continuation is in the interest of both of them, is mainly to weaken the country of great capabilities and prevent it from forming a regional power.
As evidence of the emergence of that consensus again, Iraqi political sources monitored an agreement in the positions of the United States and Iran regarding the assignment of Al-Kazemi to form the Iraqi government, so that they used close phrases in commenting on his mandate revolving in its entirety to welcome the step and comment on it with a set of formal requirements that are in general in urging him to Follow a balanced policy, and work to achieve the demands of his people.
Regarding the urgency of forming the new government, the head of the Rafidain bloc in the House of Representatives, Yonadam Kanna, said that Al-Kazemi will present his government program within the next few days, stressing that he will present his government formation before the advent of the month of Ramadan. The local newspaper, "Al-Sabah", quoted the same deputy as saying that "the members of the House of Representatives will hold their session in the Great Hall (at the seat of Parliament) and will sit apart from each other to vote ... It is not possible to excuse or not be able to Corona or others."
As for Sana al-Musawi, a member of the House of Representatives, she said that "the situation in Iraq does not tolerate more crises than exist at the present time, and the political forces must resolve their affairs towards holding early elections."
She added that "the Prime Minister-designate Mustafa Al-Kazemi must proceed with forming a government and start a project to advance the economic, political, service, educational, and health realities in the country, although there are political forces that have reserved reservations on his assignment."
The Deputy for the Alliance of Gatherers Jawad Hamdan called on the Prime Minister-designate to present succinct and effective programs at this stage that are different from those of previous governments and transcend stereotypes. He called on the political blocs to be on a high level of responsibility and pass all the laws of integrity and controversial laws that are still folded into the shelves of the Council.
Representative Abbas Aliwi said that "the task is not easy for the next government, and it needs everyone to unite in order to overcome the crisis and achieve the demands of the demonstrators," considering that the many problems "need political and governmental stability." And Al-Kazimi is waiting in the short period during which he will lead the executive authority in Iraq. Before holding early elections, missions are extremely difficult and go beyond his capabilities and the means at his disposal. Despite raising the ceiling of promises high and talking about achieving the interest of Iraq away from external rivalries, as well as from controlling the chaos of arms and confining it to the state, the hope for improvement in the conditions of the country during his reign in a way that changes the street position of the existing system appears to be extremely minimal.
Informed Iraqi sources say that the civil and democratic activities in support of the Iraqi uprising are closely watching the steps to form the new government, and are preparing to signal the resumption of the overwhelming protest movement as soon as this becomes possible, in reference to the removal of the obstacles imposed by the Corona pandemic.
