    The consultant of the Association of Iraqi Private Banks, Samir Al-Nusairi, expected that the general budget for 2023, which the Ministry of Finance has begun preparing, will not be less than 125 billion dollars, and the price of oil ranges between 70-75 dollars per barrel and a production and marketing ceiling of no less than what has been achieved for the year 2022 and benefit from the savings available in the treasury currently.
    Al-Nusairi explained to "Al-Iqsad News" that these expectations come in light of the expected oil revenues for the next year and the expectations of changes in the global economy, especially with regard to the energy and food crisis and the results of the Russian-Croatian war, stressing the need to "maintain the growth rate in the gross domestic product according to the forecast, which is 9 3%, and the Central Bank's continuation of the stability of the current exchange rate and never changing it, and the preservation of its foreign reserves, which are expected to reach more than 90 billion during the next two months.
    He called on the Ministry of Finance to "prepare the budget and send it to the Council of Ministers for discussion and approval, and then submit it to the House of Representatives before the first of December 2022, and bypassing the previously approved methods in balancing items and figures, and moving to balancing programs and investment and productivity plans in order to catch up with other countries to start issuing the budget law in The beginning of 2023, and without the political wrangling of the political parties and blocs represented in the House of Representatives, so that the government can work and start implementing the economic reform programs contained in the government curriculum.
    And he warned against "interfering in the monetary policies adopted by the Central Bank in accordance with its independence and its strategies to contribute to stimulating and revitalizing the economy and achieving its goals contained in its effective law."
    Nasiri suggested:
     First- Implementation of a new program and approach to financial reform that begins with reducing public government spending and reconsidering a comprehensive amendment of the government salary scale for state employees and retirees in order to achieve societal justice and overcome the great disparity between grades and job positions according to the principle of redistributing income with justice that ensures the societal balance between higher and lower salaries starting from The source of income is oil, and it is, as indicated by the constitution, that it belongs to the Iraqi people, and this does not prevent the redistribution of salaries according to responsibility, competence and professional and scientific experience.
    Second - Reducing the salaries, allowances and social benefits of the three presidencies, the House of Representatives, ministers, independent bodies, special grades and their retirement salaries, who previously worked in these positions since 2003.
    Third - Coordination between the financial and monetary policies to maintain the stability of the exchange rate, maintain the standard sufficiency of foreign monetary reserves of the Central Bank, avoid external and internal borrowing, and achieve financial sustainability.
    Fourth - Stimulating and encouraging the private sector and involving it in managing the economic process.
    Fifth - Stopping the import of semi-essential and luxury materials and limiting the importation of ration card materials, medicine and medical supplies, while increasing the food basket for the Iraqi family in the twin card, in quantity and quality, and building a strategic store of food for no less than three months, inevitably.
    Sixth _ work on the establishment of the sovereign fund by benefiting from the financial savings and the management of its assets and investments by the Central Bank of Iraq.
