    And the Minister of Justice, Khaled Shawani, acknowledged, in an interview reported by the Iraqi News Agency (INA), that "most cases of forgery and loss of citizens' property took place with fake agencies," stressing that "the ministry is working in the current period to audit public and private agencies that deal with the transfer of real estate to ensure that there is no forgery." ". He pointed out that "the next stage will witness work on the electronic automation project," pointing out that "the project will end paper work and replace it with electronic, which will lead to the elimination of forgery, corruption and bribery."

    He added, "Some citizens' real estate outside Iraq has been transferred to other people through fake agencies," stressing that "the Ministry of Justice does not tolerate any employee who is found to be negligent or involved in corruption, and he will be referred to the judicial authorities." He pointed out that "the ministry's policy is to protect the rights and property of Iraqis, through a series of measures that end corruption."
    A member of the Iraqi parliament, Louis Caro, welcomed the government's steps to move towards this file, but stressed the difficulty of resolving it, as it is "ramified and linked to several parties, some of which possess weapons and illegal influence." Caro told Al-Araby Al-Jadeed that “the abuses of real estate in Iraq are many, some of which were on the property of Iraqi Christians, and most of them are in high-end neighborhoods in Baghdad and elsewhere,” noting that the control of them was carried out by influential parties that might elude even the government.

    He added, "We hope that the Iraqi government will have a serious movement in this file, and that it will not be mere words, and it (the government) must know that the file needs strength and the imposition of the state's prestige and firmness in following it up, especially since these forgery of real estate ownership are wide and complex, and manipulation has taken place." With the original records, the real property papers were torn up and replaced with forged ones, and they were sold several times,” stressing the importance of movement in this direction, and demonstrating the power and authority of the law over those who deviate from it.
    In 2015, the Ministry of Justice issued directives to the real estate registration departments and decentralized auditing bodies to stop working with agencies in selling the property of residents outside the country, especially Iraqi Christians, after large-scale seizures of their property by forging official papers and powers of attorney and acquiring them, specifically in the “Al-Athurieen and Mechanic” neighborhoods in Al-Dora area, south of Baghdad, on Street 52 and the Camp Sarah area in Karrada, Zayouna, Al-Ghadeer, Karrada Maryam and Al-Saadoun.

    In 2015, the Ministry of Justice issued directives to real estate registration departments and decentralized auditing agencies to stop working with agencies in selling property of residents outside the country.
     

    There is no official census of the value of citizens’ property that has been stolen and transferred, but observers estimate the value of state property, which was seized by various political forces after 2003, at more than $20 billion, including various buildings and sites, and was approved at the time by the US Coalition Provisional Authority.
