Iraqi Prime Minister Muhammad Shia al-Sudani announced the formation of a supreme committee to discuss constitutional amendments, while experts and analysts considered in statements to Al-Ittihad that the formation of the committee aims to re-establish contact with the Sadrist movement.
And according to a decision issued by Prime Minister Muhammad Shia al-Sudani yesterday, the Supreme Committee for Constitutional Amendments will start its work under the chairmanship of Hassan al-Yasiri.
According to the decision, Al-Yasiri will start his work duties by holding meetings and discussions with representatives of the executive and legislative presidencies, as well as deliberating with the judiciary in order to draw features of a road map to make the required constitutional amendments.
He added, "This step comes as a commitment from the government to implement some of the contents of the ministerial platform that was approved by the House of Representatives, and pursuant to the agreement of the political blocs on the need to make constitutional amendments to be agreed upon, and to avoid recurring political deadlocks that occurred in different stages, especially in the recent period."
He pointed out that «this procedure comes in pursuit of the government to achieve the required smoothness of work in the joints of the state, in accordance with previous decisions of the Federal Supreme Court and the positions of the Supreme Judicial Council, which involved calling for constitutional amendments, in addition to the fact that this step represents support from the government for public opinion in Iraq about the actual need to make these adjustments ».
Iraqi experts and analysts confirmed that Al-Sudani's step comes to re-establish contact with the "Sadr movement", which was one of the most demanding amendments to some articles of the constitution, including changing the form of the political system in the country.
Observers considered that “amending some articles of the constitution requires political consensus, with many differences about the amendments of some of those paragraphs that will raise problems among some political forces. There are reservations about this amendment, although the amendment has become a necessity, especially with the presence of many gaps.” .
Legal expert Ali Al-Tamimi believes that the Iraqi constitution is one of the “rigid constitutions” that cannot be amended except through long procedures.
In his interview with Al-Ittihad, Al-Tamimi stated that “the amendment of the constitution was stipulated in Articles 142 and 126 of the constitution, whereby Article 142 must be applied first, as in the decision of the Federal Court, and Parliament must form a committee for amendment, and that the amendments be approved by an absolute majority, And to put it to a referendum, and half of the voters plus one agree.
