Among the contracts working in the ministries and state institutions, there is a segment that has been wronged and deprived of the confirmation campaign that the government is carrying out. It is the segment of the elderly who are close to the age of retirement. They were not confirmed like their colleagues, nor were they included in the retirement law that preserves their dignity after leaving the work site, and in an individual gesture. To her credit, the Minister of Communications, Dr. Hayam Al-Yasiri, was able to obtain the fundamental approvals to include the elderly segment within the ministry’s retirement contracts, similar to their counterparts from the permanent staff, so that the question remains open: Will the Prime Ministry and the Ministry of Finance pay attention to generalizing the exception for the Ministry of Communications to include hundreds or thousands of this segment in other ministries?
The spokesman for the General Secretariat of the Council of Ministers, Haider Majeed, stated in an interview with “Al-Sabah” that “decisions to confirm contracts, daily workers, lecturers, and even readers of measurements in the previous and late periods need the approval of the Ministry of Finance to allocate functional and financial grades, and then the decision of the Council of Ministers that decides install them".
He noted that, "During the past two months, we followed up on the issuance of many decisions to fix wages and contracts for those whose contract has been two years or more."
Majeed explained that "the General Secretariat of the Council of Ministers does not issue appointment orders, as the party concerned exclusively with appointments is now the Federal Service Council after its law was approved, and now it is working on appointments through an electronic platform and links," and indicated that "the Federal Service Council has a database for all ministries and agencies And the governorates, and the appointment is based on their needs for specialization and certification, and there is certainly a mechanism for interviewing applicants and subjecting them to several tests.
For his part, the expert in legal affairs, Muhammad Majeed Al-Saadi, appreciated, in an interview with "Al-Sabah", the Minister of Communications' move to obtain an exception for the "elderly" segment that was wronged and deprived of the confirmation campaign and their obtaining their full retirement rights, considering it a "positive initiative", calling To "circulate it in the rest of the ministries and institutions, especially since this segment has served the state for a long time, and it is better for the rest of the ministries to follow the example of the Ministry of Communications and advance the stabilization project among their priorities."
Al-Saadi asked: “We are here in the process of asking whether it is possible to direct the Prime Minister and a Diwani order issued in this regard from a legal point of view?” And he answers: “Yes, it is possible, and according to the powers of the Prime Minister, to include this segment in the retirement law if the person fulfills the retirement conditions, which are 15 years.” And also if he is of retirement age, and therefore positive results can be obtained for this segment if they are treated fairly.”
With regard to adding a paragraph to the budget related to this segment, the legal expert indicates that "if taking into consideration the experience and competence of this segment, they must be rewarded with retirement, and these are legitimate rights," noting that "and since this issue is related to a financial aspect, it is through the Council of Ministers, which He can submit a bill or add a paragraph, provided that the Ministry intervenes in its drafting
