Al-Kazemi said; For the “Without Accusation” program, broadcast by Al-Furat TV channel this evening, Sunday, it said: “The budget was scheduled to arrive at the end of 2022, given that the government was formed on October 7, but there are obstacles that the budget faced, including that it was not as classic as previous budgets.”
He added, "Prime Minister Muhammad Shia' al-Sudani requested that the budget include the government program, and that changing the exchange rate had a change in restoring the paragraphs of the budget, and one of the most prominent reasons is the failure to decide the region's share in it," revealing, "The region's delegation and the government will not reach a final agreement on the budget." ".
Al-Kazemi continued, "There is supposed to be a participation of the Finance Committee in preparing the budget, and the Economic Ministerial Council is the one who sets its components," adding, "The budget has two aspects (operational and investment), and there may be a discussion about the provinces' shares."
And he ruled out that "the budget bears political blackmail, but there is competition and follow-up for the rights of the governorates, and the representatives are defending the financial allocations of their governorates, and the political forces are competing from the fairness of the governorates."
And Al-Kazemi added, "The region was satisfied with the oil it exports in previous years, and the Federal Court's decision did not allow the payment of 200 billion dinars to Kurdistan, and the only basic solution is to provide clear statements and numbers to establish what it exports from oil, given that the oil wealth is national and follows the federal government."
He noted "other measures that the government will take to reduce the price of the dollar," pointing out that "the money transfers are delayed until the moment, and the scrutiny is ongoing, and the opportunity must be provided for small merchants to buy the currency from the platform," calling on the government to "follow up on private banks to curb the rise of the dollar."
And Al-Kazemi indicated, "The government gave up 14 trillion dinars to reduce the exchange rate, and it was not convinced of a solution to distributing employees' salaries in dollars out of respect for the national currency." Middle and Junior.
He pointed out, "the reluctance to go to the currency platform by merchants, and we suggest freezing the previous taxes of merchants wishing to participate in the platform, and one of the basic solutions is the five-year plan, and there may be a 20-30 plan, and it needs an economic vision in addition to the support of the private sector away from slogans."
Al-Kazemi called for "holding the Ministry of Commerce accountable regarding the high prices of import licenses."
Regarding the funds of the Food Security Law, Al-Kazemi concluded by saying, "There are 9 trillion dinars that have not yet been disbursed, belonging to the development of the regions; therefore, it is possible for the governorates to benefit from them in 2023 and are considered supportive of them. As for the government, it has not provided a statement regarding the course of disbursement of funds until the moment."
